Модель державного регулювання підвищення ефективності пасажирських перевезень залізничного транспорту

Abstract

UK: Статтю присвячено вирішенню актуальної проблеми теоретичного обґрунтовування ролі функціонування пасажирських перевезень залізничного транспорту як складової частини економіки й управління національним господарством України для підвищення якості послуг, що надаються, й ефективності його роботи. Пожвавлення економіки України вимагає принципово нових підходів до якості надання послуг залізницями. Для цього розроблено модель державного регулювання підвищення ефективності функціонування пасажирських перевезень. Визначено сутність, доцільність, необхідність проведення реструктуризації підприємств пасажирського господарства залізничного транспорту України. Представлено необхідні умови, спрямовані на реалізацію програми реструктуризації. Реалізація запропонованої програми зумовила розроблення механізму, який передбачає науково-економічне обґрунтування доцільності впровадження нових форм пасажирського швидкісного і високошвидкісного руху.

RU: Статья посвящена решению актуальной проблемы теоретического обоснования роли функционирования пассажирских перевозок железнодорожного транспорта как составляющей экономики и управления национальным хозяйством Украины для повышения качества услуг и эффективности его работы. Оживление экономики Украины требует принципиально новых подходов к качеству предоставления услуг железными дорогами. Для этого разработана модель государственного регулирования повышения эффективности функционирования пассажирских перевозок. Определены сущность, целесообразность, необходимость проведения реструктуризации предприятий пассажирского хозяйства железнодорожного транспорта Украины. Представлены необходимые условия, направленные на реализацию программы реструктуризации. Реализация предложенной программы обусловила разработку механизма, который предусматривает научно-экономическое обоснование целесообразности внедрения новых форм пассажирского скоростного и высокоскоростного движения.

EN: The article is devoted to solving the actual problem of theoretical substantiation of the role of passenger rail transport functioning as an integral part of the economy and management of the national economy of Ukraine in order to improve the quality of services provided and the effectiveness of its work. The revival of the Ukrainian economy requires fundamentally new approaches to the quality of service provision by railways. For this purpose, a model of state regulation of increasing the efficiency of passenger transportation operation has been developed. The essence, expediency, necessity of restructuring of enterprises of passenger transport of railway transport of Ukraine is determined. The necessary conditions for the implementation of the restructuring program are presented. Implementation of the proposed program has led to the development of a mechanism that provides for a scientific and economic justification of the feasibility of introducing new forms of passenger high-speed and high-speed traffic. Theoretical and methodical questions of estimating the efficiency of the integral indicator remain theoretical. The problem of improving the efficiency of transport development and functioning is one of the cardinal in the country's economy. At present, economic science is often underestimated the importance of such criteria as the needs of society in transport services and the degree of satisfaction. This is primarily due to the lack of scientifically based methodology for determining the national economic needs in transport services. Implementation of the developed model increases the validity of the planned tasks for improving the efficiency and quality of work of the railway enterprises of the railway enterprises in general. The need for further research in the field of passenger transport of rail transport, as well as the definition of an optimal model on the interstate and inter-sectoral levels, allowed to solve the purpose and objectives of the article. The carried out researches are directly related to the programs and plans of scientific research in the field on the chosen scientific direction – the economic aspects of increasing the efficiency and quality of the work of the railway transport, the implementation of which allows to achieve the effectiveness of its work. The originality of the article is that a model of state regulation for improving the efficiency of passenger transport operation has been constructed.
