Система планування в умовах постіндустріальної економіки: проблеми теорії і практики

Abstract

UK: Стаття присвячена вирішенню проблем теорії та практики функціонування системи планування. Досліджено сучасний стан науки планування та доведено необхідність її розвитку. Визначено шляхи досягнення високого рівня економічного планування як науки, зокрема такі як дослідження інформаційних потреб користувачів, пошук та розробка інноваційних методів та моделей планування та прогнозування, апробація розроблених методів та моделей планування та прогнозування, запровадження апробованих наукових розробок у навчальний процес. Встановлено, що вичерпна характеристика системи планування не визначена. Сформовано теоретико-пізнавальну модель системи планування, яка сприятиме вирішенню вищенаведених проблем та матиме позитивний вплив на функціонування інформаційного суспільства, що є необхідним при переході на новий рівень суспільно-економічного зростання України.

RU: Статья посвящена решению проблем теории и практики функционирования системы планирования. Исследовано современное состояние науки планирования и доказана необходимость ее развития. Определены пути достижения высокого уровня экономического планирования как науки, в частности, такие как исследования информационных потребностей пользователей, поиск и разработка инновационных методов и моделей планирования и прогнозирования, апробация разработанных методов и моделей планирования и прогнозирования, внедрение апробированных научных разработок в учебный процесс. Установлено, что исчерпывающая характеристика системы планирования не определена. Сформировано теоретико-познавательную модель системы планирования, которая будет способствовать решению вышеуказанных проблем, и окажет положительное влияние на функционирование информационного общества, необходимо при переходе на новый уровень общественно-экономического роста Украины.

EN: The article is devoted to solving problems of the theory and practice of the functioning of the planning system. We investigated the state of the art of science planning and proved the necessity of its development. We have proved that Ukraine, on the road to independence from highly developed countries, should ensure the smooth functioning of the information society, where a well-organized planning system acts as one of the tools for streamlining the future. We investigated the labor market of highly developed countries, and found that the position of economist is among the top ten most highly paid professions in recent years, which gives grounds to talk about the prestige of this profession. Along with this, the low level of qualification of specialists in economic specialties is the main reason that provoked the spread of opinion about their uselessness in the society, as evidenced by the fact that Ukraine, even at the state level, actively utilizes the services of foreign experts of economists, mainly at the stages of strategy planning development, current actions of the government, ministries and departments concerning the country's economy. We have identified ways to achieve a high level of economic planning as a science, in particular, such as studying the information needs of users, the search and development of innovative methods and models of planning and forecasting that will simplify the processing of economic information and determine the algorithm of writing high-performance computer software products, testing of the developed methods and models of planning and forecasting, introduction of proven scientific developments in the educational process. During the research, we found that the exhaustive characteristics of the planning system were not defined and we formed the theoretical and cognitive model of the planning system. This theoretical-cognitive model, which is the result of the research will contribute to solving the above-mentioned problems and will have a positive impact on the functioning of the information society, which is necessary in the transition to a new level of socio-economic growth in Ukraine.
