Економічна безпека регіону: сутність поняття

Abstract

UK: У статті надано визначення та обґрунтування поняття регіону як суб'єкта та об’єкта розвитку і утворення, що виконує соціально-економічну функцію держави, формує і реалізовує стратегічні цілі свого розвитку на внутрішньому та зовнішньому (національному і глобальному) рівнях шляхом інтеграції цілей зацікавлених сторін, а також відтворювальних циклів з урахуванням ОЕМ (організаційно-економічного механізму) забезпечення економічної безпеки. Також надано визначення та обґрунтування поняття економічної безпеки регіону як стану його ОЕМ, якому відповідає певний стан економіки, коли шляхом використання комплексу заходів і встановлення зв'язків між суб'єктами господарювання забезпечується відносна раціональна незалежність, динамічний розвиток економіки, її стійкість, самодостатність та конкурентоспроможність, економічна активність, захист економічних та соціальних інтересів.

RU: В статье дано определение и обоснование понятия региона как субъекта и объекта развития и образования, который выполняет социально-экономическую функцию государства, формирует и реализует стратегические цели на внутреннем и внешнем (национальном и глобальном) уровне путем интеграции целей заинтересованных сторон, а также производственных циклов с учетом ОЕМ (организационно-экономического механизма) обеспечения экономической безопасности. Также дано определение и обоснование понятия экономической безопасности региона как состояния его ОЕМ, которому соответствует определенное состояние экономики, когда путем использования комплекса мероприятий и установления связей между субъектами хозяйствования обеспечивается относительная рациональная независимость, динамичное развитие экономики, ее устойчивость, самодостаточность и конкурентоспособность, экономическая активность, защита экономических и социальных интересов.

EN: In Ukraine, there is no consensus among scientists regarding the definition of the concept of the region and economic security of the region. After all, the precise definition of the concept of the region will make it possible to clearly distinguish the functions and tasks facing the latter. The definition of the concept of the economic security of the region is influenced by the processes taking place in this economic system, and the economic security of the region also determines: scientific and production and resource potential and their structure; institutional infrastructure; the social sphere, that is, the totality of the state, conditions and factors that characterize stability, stability and the possibility of consistent development of the region's economy in the framework of integration into the national economy. Therefore, the article defines and substantiates the concept of the region as a subject and object of development and education, fulfilling the socio-economic function of the state, forms and implements the strategic goals of its development at the internal and external (national and global) levels by integrating the goals of the interested parties, as well as reproductive cycles, taking into account the OEM (organizational and economic mechanism) ensuring economic security. Also, the definition of and justification of the concept of economic security of the region as a state of its OEM, which corresponds to a certain state of the economy, is given when the relative rational independence, dynamic economic development, its stability, self-sufficiency and competitiveness are ensured through the use of a set of measures and establishment of links between business entities, economic activity, protection of economic and social interests. The system of regional economic security is a combination of property, economic interests, legal and ethical regulators, a combination of economic and regulatory entities aimed at sustainable, efficient, safe economic development. Integrated education for securing economic security today does not yet exist and needs to be created. Regional administration of the economy will play a leading role in this process as the initiator.
