Освітня міграція в Україні: аналіз сучасного стану та тенденції розвитку

Abstract

UK: Дослідження процесів міграції в сучасних умовах глобалізації світової економіки та підвищення попиту на спеціалістів високої кваліфікації набувають особливої актуальності. Проведено аналіз сучасного стану освітньої міграції в Україні, визначено тенденції розвитку цих процесів. Здійснено аналіз чинників, які сприяють зростанню освітньої міграції. Проаналізовано динаміку кількості українських студентів за кордоном за навчальними роками протягом 2013–2018 рр. Проведено аналіз факторів, що впливають на прийняття рішення щодо навчання за кордоном, та причин вибору університету для навчання. Визначено темпи зростання кількості студентів за кордоном за навчальними роками, встановлено тенденції освітньої міграції в Україні. Запропоновано вжиття заходів, спрямованих на збільшення позитивного впливу процесів освітньої міграції.

RU: Исследование процессов миграции в современных условиях глобализации мировой экономики и повышения спроса на специалистов высокой квалификации приобретают особую актуальность. Проведен анализ современного состояния учебной миграции в Украине, определены тенденции развития этих процессов. Осуществлен анализ факторов, способствующих росту учебной миграции. Проанализирована динамика количества украинских студентов за рубежом по учебным годами в течение 2013–2018 гг. Проведен анализ факторов, влияющих на принятие решения по обучению за рубежом, и причин выбора университета для обучения. Определены темпы роста количества студентов за рубежом по учебным годам, установлены тенденции учебной миграции в Украине. Предложено принятие мер, направленных на увеличение положительного влияния процессов образовательной миграции.

EN: The study of migration processes in the current conditions of the world economy globalization and increasing demand for highly skilled specialists are of particular relevance. In recent years, along with labour migration, a different type of migration, which is associated with educational activity, becomes a significant pace. The educational migration processes are supported by numerous exchange programs that provide grants for education and research to students and academics from various fields of knowledge. The current state of educational migration in Ukraine has been analyzed in the article and the trends in the development of these processes have been determined. Migration of the population is considered as a complex socio and economic process, which is associated with a change in the structure of the country’s economy. The analysis of factors contributing to the growth of educational migration is given. The formation of the world market for educational services, which offers young people new opportunities, access to the latest technologies, world culture and international labour markets has been described. The main factors influencing the choice of educational institution and country for study are the language; the quality of education, the cost of education, the immigration policy; the flexibility of educational programs offered in the market of educational services; historical, geographical, cultural and trade relationships between countries; professional prospects of graduates in the labour market; academic prestige of educational institutions for studying, etc. The dynamic of the number of Ukrainian students abroad for academic years during 2013–2018 has been analyzed. During the five academic years from 2013–2014 until 2017–2018 there was a significant increase in students. The analysis of the factors influencing the decision on studying abroad and the reasons for the choice of university for studying is given. The growth rate of students abroad in the educational years and the tendencies of educational migration in Ukraine have been determined. The measures aimed at increasing the positive influence of educational migration processes have been suggested.
