Тенденції розвитку інвестиційно-інноваційної діяльності Вінницького регіону

Abstract

UK: У статті проаналізовано динаміку інноваційного потенціалу Вінницької області за період 2013–2018 рр. та тенденції інвестиційно-інноваційного розвитку. Проведено порівняння тенденцій інвестиційно-інноваційного розвитку Вінницької області на фоні всезагальних тенденцій інвестиційно-інноваційного розвитку в Україні загалом. Вказано основні проблеми, які гальмують розвиток інвестиційної діяльності в Україні, зокрема відсутність необхідних ресурсів: фінансових, матеріальних, кадрових, недосконала нормативноправова база тощо. Охарактеризовано особливості інвестиційно-інноваційного процесу на регіональному рівні та запропоновано шляхи підвищення ефективності інвестиційної діяльності: залучення внутрішніх та зовнішніх інвестицій, підвищення зацікавленості малих підприємств до інноваційного виробництва через долучення до пайових інвестиційних фондів, використання можливостей державно-приватного партнерства, поліпшення інвестиційного клімату тощо.

RU: В статье проанализирована динамика инновационного потенциала Винницкой области за период 2013–2018 гг. и тенденции инвестиционно-инновационного развития. Проведено сравнение тенденций инвестиционно-инновационного развития Винницкой области на фоне всеобщих тенденций инвестиционно-инновационного развития по Украине в целом. Указаны основные проблемы, которые тормозят развитие инвестиционной деятельности в Украине, в частности отсутствие необходимых ресурсов: финансовых, материальных, кадровых; несовершенная нормативно-правовая база и тому подобное. Охарактеризованы особенности инвестиционно-инновационного процесса на региональном уровне и предложены пути повышения эффективности инвестиционной деятельности: привлечение внутренних и внешних инвестиций, повышения заинтересованности малых предприятий к инновационному производству через приобщение к паевым инвестиционным фондам, использования возможностей государственно-частного партнерства, улучшения инвестиционного климата и другое.

EN: The article analyzes the dynamics of the innovation potential of the Vinnytsia region for the period from 2013 to 2018 and the trends of investment and innovation development. A comparison of trends of investment and innovation development of Vinnytsia region against the background of general tendencies of investment and innovation development in Ukraine as a whole has been carried out. The main problems that hinder the development of investment activity in Ukraine, in particular lack of necessary resources: financial, material, personnel, not perfect regulatory and legal basis, are indicated. The peculiarities of the investment-innovation process at the regional level are described, and ways of improving the efficiency of investment activity are proposed: attracting domestic and foreign investments, increasing the interest of small enterprises in innovation production through additions to unit investment funds, using public-private partnership opportunities, improving the investment climate, etc. In order to ensure stable socio-economic development it is necessary to increase the investment resources, the consistent increase in the share of capital investments in GDP, improving the structure of investment sources and optimizing their investment. It is necessary to ensure the effective realization of the long-term strategy of development of investment potential, its effective use, first of all, to create high-quality jobs. The characteristic of the modern stage of development of our society is the transition from reproductive to innovative type of development. In connection with this, the main problem of the activity of industrial production in the conditions of market relations in Ukraine is the transfer of it to an innovative type of development. Without this it is impossible to intensify industrial production, further economic growth. In solving this problem, an important role is played by scientifically grounded state policy to intensify the investment-innovation process in industry. It determines the real sources, directions, structure of investments, implementation of rational and effective measures for the implementation of national, regional and local programs for the development of industrial production, which determines the urgency of this article.
