Соціальне страхування в Україні: сучасний стан та перспективи розвитку

Abstract

UK: Складна економічна ситуація та воєнні дії в Україні спричинили погіршення рівня життя населення, а також загострили соціальну напруженість. Одним з основних напрямів діяльності держави щодо забезпечення соціального захисту населення є вдосконалення системи соціального страхування. У статті розглянуто доцільність соціального страхування й основні завдання в сучасних умовах. Виділено низку недоліків чинної системи соціального страхування. Зроблено висновок про фонди у переліку напрямів використання. Проаналізовано основні проблеми і чинники, що стримують розвиток цього напряму страхування. Встановлено, що на сучасному етапі економічного розвитку в Україні не створено ефективної системи соціального страхування. Визначено основні напрями вдосконалення системи соціального страхування в Україні. Надано рекомендації щодо підвищення ефективності функціонування сфери соціального страхування в Україні.

RU: Сложная экономическая ситуация и военные действия в Украине вызвали ухудшение уровня жизни населения, а также обострили социальную напряженность. Одним из основных направлений деятельности государства по обеспечению социальной защиты населения является совершенствование системы социального страхования. В статье рассмотрены целесообразность социального страхования и основные задачи в современных условиях. Выделен ряд недостатков действующей системы социального страхования. Сделан вывод о фондах в перечне направлений использования. Проанализированы основные проблемы и факторы, сдерживающие развитие этого направления страхования. Установлено, что на со- временном этапе экономического развития в Украине не создана эффективная система социального страхования. Определены основные направления совершенствования системы социального страхования в Украине. Даны рекомендации по повышению эффективности функционирования сферы социального страхования в Украине.

EN: The difficult economic situation and hostilities in Ukraine have worsened the standard of living and exacerbated social tensions. In today's difficult economic environment, one of the main activities of the state is to address social security issues as a basis for reliable social protection of the population in Ukraine. One of the main activities of the state to ensure social protection of the population is to improve the social insurance system. The article deals with the expediency of social insurance and the main tasks in modern conditions. Particular attention is paid to the issue of social insurance, which is currently undergoing reform. Thus, the issue of assessment of the current state of social insurance in Ukraine is relevant, his research is necessary to determine the prospects for the development of this field. The article is of particular importance given the current difficult economic conditions, the development and growth of social insurance as an important element of the economic process. Requirements for modern insurance services, taking into account factors and trends of risk development, ensure satisfaction of needs of potential consumers and enhance the competitiveness of the insurance business are substantiated. The article describes the features of social insurance and provides an assessment of its status at this stage of economic development of the country. A number of shortcomings of the current social security system have been identified. Attention is paid to clarifying the difference between free or voluntary insurance and compulsory and compulsory insurance. The conclusion about the funds in the list of directions of use is made. The main problems and factors limiting the development of this line of insurance are analyzed. It is established that at the present stage of economic development in Ukraine there is no effective social insurance system. The main directions of improvement of the social insurance system in Ukraine are identified. Recommendations are given to increase the efficiency of social insurance in Ukraine. The prospects for further research in this area are outlined. The problems of implementation of the mandatory accumulation level of the pension system and proposals for their solution are identified.
