Оцінка сталості розвитку міста Кам’янського

Abstract

UK: У статті розглянуто поняття сталого розвитку міста як комплексного процесу досягнення збалансування економічної, екологічної та соціальної сфер розвитку. Доведено, що в сучасних умовах застосування ефективних інструментів оцінки сталого розвитку міста, які дають можливість об’єктивно трактувати отримані результати, представляє велику цінність із дослідницького та управлінського погляду. Розглянуті основні методичні підходи до оцінки сталого розвитку міста. На основі вибраного підходу виконано оцінку сталості розвитку міста Кам’янського та впливу на неї регіональних індексів розвитку. Застосований методичний підхід передбачає використання найважливіших показників економічної, соціальної та екологічної сфер. Запропонований методичний інструментарій дав змогу виявити у досліджуваному місті проблемні сфери, які потребують управлінського впливу для забезпечення сталого розвитку.

RU: В статье рассмотрено понятие устойчивого развития города как комплексного процесса достижения сбалансированности экономической, экологической и социальной сфер развития. Доказано, что в современных условиях применение эффективных инструментов оценки устойчивого развития города, которые дают возможность объективно трактовать полученные результаты, представляет большую ценность с исследовательской и управленческой точек зрения. Рассмотрены основные методические подходы к оценке устойчивого развития города. На основе выбранного подхода выполнена оценка устойчивости развития города Каменского и влияния на нее региональных индексов развития. Применяемый методический подход предполагает использование важнейших показателей экономической, социальной и экологической сфер. Предложенный методический инструментарий позволил выявить в исследуемом городе проблемные области, которые нуждаются в управленческом воздействии для обеспечения устойчивого развития.

EN: This article discusses the concept of “sustainable development of the city” as a complex process of achieving balance in economic, environmental and social development. It is noted that the use of effective tools for assessing the sustainable development of the city is of great value from a research and management point of view. The main methodical approaches that can be used to assess the sustainable development of the city are considered, their advantages and disadvantages are highlighted. The expediency of using a methodical approach that allows us to determine the regional prerequisites for sustainable development of the city is substantiated. The methodology is based on groups of statistical indicators of the development of social, economic and environmental components of the sustainable development for the region and the city, their rationing and combination in the integral index. The analysis of the characteristics of sustainable development of the Dnipropetrovsk region was conducted on the basis of the chosen approach and integral assessment of these characteristics was reviewed as prerequisites for the sustainable development of one of the industrial cities in the region (Kamianske city) is taken through. It is proved that “sufficient” regional conditions for sustainable development in the region exist, but institutional prerequisites are not being formed at the national, regional and city levels quickly. An assessment of the sustainable development of the city was carried out. Comparative analysis of the sustainable development indicators of Kamianske city and Dnipropetrovsk region was carried out, which allowed to determine their relationship. Completed assessment made it possible to justify the areas of managerial impact in order to increase the level of process balance and ensure the sustainable development of the city. It was determined that in order to solve problems that depend on local authorities, in order to move towards sustainability, efforts should be directed to the development of the city infrastructure, small and medium-sized businesses, the development of social responsibility among city residents, the preservation of educational institutions and the cooperation of business, education, science and authorities.
