Вплив «зелених» інвестицій на якість міського середовища

Abstract

UK: У статті розглянуто проблему викликів, які пов’язані з екологічними проблемами міст, визначено необхідність «зеленого» інвестування в Україну та міські території зокрема. Систематизовано поняття «зелені» інвестиції». Для більшості міських територій України характерна несприятлива екологічна ситуація, зумовлена підвищеними антропогенними навантаженнями, тому виокремлено заходи щодо поліпшення якості міського середовища. Вказано на доцільність збільшення інвестицій, залучення яких дасть змогу отримати результати в трьох вимірах сталого розвитку, а саме забезпечити екологічний, економічний та соціально-культурний ефект, завдяки чому міські території зможуть вийти на якісно новий рівень оточуючого середовища.

RU: В статье рассмотрена проблема вызовов, связанных с экологическими проблемами городов, определена необходимость «зеленого» инвестирования в Украину и городские территории в частности. Систематизировано понятие «зеленые» инвестиции». Для большинства городских территорий Украины характерна неблагоприятная экологическая ситуация, обусловленная повышенными антропогенными нагрузками, поэтому выделены мероприятия по улучшению качества городской среды. Указано на целесообразность увеличения инвестиций, привлечение которых позволит получить результаты в трех измерениях устойчивого развития, а именно обеспечить экологический, экономический и социально-культурный эффект, благодаря чему городские территории смогут выйти на качественно новый уровень окружающей среды.

EN: The article is devoted to the issue of quality of urban areas that require complex actions to attract necessary resources, develop measures for preservation and modernization of existing potential. However, today the issue of financial resource provision of local self-government remains one of the acutest problems. The analysis of the results of researches of Ukrainian and foreign scientists, as well as statistical data, allowed focusing on the need for green investment in the Ukrainian economy and urban areas, in particular. Urban areas are sources of social, demographic, technogenic and other mechanisms of influence on human habitat and are characterised by considerably high development dynamics that, in its turn, initiate rapid growth of social problems, the concentration of financial flows, environmental degradation, as well as changes in methods of urban economic management. System, process, situational, and ecological and economic approaches applied in the article allowed systematizing and analysing the concept of green investments and determining the priority areas of financing for ensuring the proper quality of the urban area. That said, it should be understood that the quality of the urban environment is considered as “a set of fixed properties of the territory, determining the degree of suitability as a human habitat and the possibility of increasing this degree.” The quality of the urban environment is assessed by a system of combined sanitary and hygienic and environmental requirements. The priority areas of investment in cities are green (including energy-efficient) construction; development of environmentally-friendly energy; development of environmentally-friendly transport; improvement of water purification and water consumption systems; use of the carbon market; development of ecological infrastructure, etc. Reduction of the harmful impact on the urban environment and the use of green technologies, as well as the creation of a new society that would be joined by achieving a common goal, will lead to a qualitatively new level of existence.
