Державна регіональна політика в умовах децентралізації

Abstract

UK: У статті обґрунтовано об’єктивну необхідність змін державної регіональної політики в умовах реформ, пов’язаних з децентралізацію влади в країні. Державна регіональна політика визначається як система економічних відносин між її основними суб’єктами, що має забезпечувати можливості, механізми реалізації інтересів кожного з них, а також практичне втілення мети та завдань децентралізації. Розглянуто порядок та проблеми формування правової бази децентралізації, створення об’єднаних територіальних громад (ОТГ), джерела їх фінансування. Проаналізовано показники та критерії визначення рівня розвитку регіонів, здійснено їх класифікацію. Запропоновано напрями вдосконалення державної регіональної політики з урахуванням особливостей розвитку національної економіки в сучасних умовах.

RU: В статье обоснована объективная необходимость изменений государственной региональной политики в условиях реформ, связанных с децентрализацией власти в стране. Государственная региональная политика определяется как система экономических отношений между ее основными субъектами, которая должна обеспечивать возможности, механизмы реализации интересов каждого из них, а также практическое осуществление цели и заданий децентрализации. Рассмотрены порядок и проблемы формирования правовой базы децентрализации, создания объединенных территориальных сообществ (ОТС), источникиих финансирования. Проанализированы показатели и критерии определения уровня развития регионов, осуществлена их классификация. Предложены направления совершенствования государственной региональной политики с учетом особенностей развития национальной экономики в современных условиях.

EN: The article substantiates the need for changes in the state regional policy in the context of reforms related to the decentralization of power in the country. The state regional policy is characterized as a system of economic relations between its main subjects, which should provide opportunities, mechanisms for realizing the interests of each of them and practical achievement of the goal and objectives of decentralization. The order and problems of the formation of the legal base of decentralization, the process of the formation of united territorial communities and the sources of their financing are considered. Particular attention is paid to justifying the need for amendments to the Constitution of Ukraine, which deal with the decentralization of power and the possibility of access of local governments to participate in the distribution of budgetary funds, without which the completion of reform is impossible. The condition and constituent of effective state regional policy is the necessity of continuous monitoring of regional development, which will allow the state to differentiate approaches to managing decentralization processes. The indicators and criteria for determining the level of development of regions are analyzed, and their classification is carried out. The analysis is based on a comparison of the main indicators of Ukrainian regions development with the criteria for determining the level of economic development of the European Community regions. Calculations are made with regards to the country regions ranking for instability and risk. It is essential for ensuring the realization of the investment component of the state regional policy and increasing the innovation and investment attractiveness of the national economy. The dynamics of migration processes in the country as a whole and in its regions have been considered. Most regions have a stable negative balance to date. Exception is only those regions where the population has increased due to internal displacement. The directions for improving the state regional policy are proposed, taking into account the peculiarities of the development of the national economy in modern conditions.
