Гносеологія розвитку фінансового механізму державно-приватного партнерства в Україні

Abstract

UK: Виділено періоди становлення фінансового механізму державно-приватного партнерства в Україні. Виокремлено особливості та основні перешкоди для успішного функціонування згаданого механізму на кожному етапі його розвитку. Перший етап (1991-1992 рр.) пов’язаний з формуванням інституційного середовища, а саме почалося зародження приватного підприємництва, розширення співпраці держави з бізнесом в сфері економіки. Другий етап (1993- 1999 рр.) характеризувався активною трансформацією економіки, в якому розробляли різні підходи до здійснення економічної політики держави, здійснювали пошук нових форм та методів взаємодії бізнесу і влади. Основним змістом третього етапу (2000-2008 рр.) було посилення ролі держави в регулюванні соціально-економічних процесів країни, внаслідок чого виникли нові інструменти в структурі фінансового механізму державно-приватного партнерства у вирішенні стратегічних завдань модернізації і диверсифікації економіки країни. Четвертий етап (2009-2014 рр.) пов’язаний з світовою економічною кризою, яка зумовила проблеми екстенсивного розвитку вітчизняної економіки, що зумовило негативну динаміку основних показників соціально- економічного розвитку держави, в тому числі згортання безлічі проектів державно-приватного партнерства. П’ятий етап (2015 – по даний час) – період сучасного розвитку фінансового механізму державно-приватного партнерства, який направлений на розвиток промисловості, модернізацію, трансферт нових, інноваційних технологій. Акцентовано увагу на тому, що сучасний фінансовий механізм ДПП спрямований на активізацію інвестиційної діяльності в економіці країни та створення можливостей досягнення максимальної рентабельності реалізації проектів для приватних партнерів. Разом з тим аргументовано необхідність удосконалення його функціонування в контексті вирішення проблем, пов’язаних з недосконалою законодавчою базою, обмеженим застосуванням проектів партнерства у галузях соціально-економічної сфери, наявністю різних видів ризиків, відсутністю спеціалізованого органу управління механізмом, фінансово-економічною нестабільністю у країні. Обгрунтовано, що зазначені проблеми варто вирішувати цілеспрямовано за активної участі державних і місцевих органів влади, які мають створювати необхідні умови для функціонування фінансового механізму державно-приватного партнерства.

EN: The periods of formation of the financial mechanism of public-private partnership in Ukraine have been allocated. The features and main obstacles for successful functioning of the mentioned mechanism at each stage of its development have been singled out. The first stage (1991-1992) is connected with the formation of the institutional environment, namely, the beginnings of private entrepreneurship, expansion of cooperation between the state and business in the field of economy. The second stage (1993-1999) was characterized by an active transformation of the economy, in which different approaches to the implementation of economic policy of the state were developed, they searched for new forms and methods of interaction between business and government. The main content of the third phase (2000-2008) was to strengthen the role of the state in regulating the country's social and economic processes, resulting in new instruments in the structure of the financial mechanism of public-private partnership in solving strategic tasks of modernizing and diversifying the country's economy. The fourth stage (2009-2014) is connected with the global economic crisis, which caused the problems of extensive development of the domestic economy, which led to a negative dynamics of the main indicators of socio-economic development of the state, including the closing down of many projects of public-private partnership. The fifth stage (2015 - till now) is a period of modern development of the financial mechanism of public-private partnership, which is aimed at the development of industry, modernization, transfer of new, innovative technologies. The emphasis is placed on the fact that the modern financial mechanism of the PPP is aimed at intensifying investment activity in the country's economy and creating opportunities for achieving maximum profitability of project implementation for private partners. At the same time, the necessity to improve its functioning in the context of solving problems related to the imperfect legislative base, limited use of partnership projects in the spheres of socio- economic sphere, availability of various types of risks, lack of specialized mechanism of control of the mechanism, financial and economic instability in the country is substantiated. It is substantiated that these problems should be solved purposefully with the active participation of state and local authorities, which should create the necessary conditions for the functioning of the financial mechanism of public-private partnership.
