Механізми диверсифікації українського медіасектору в контексті дії угоди про асоціацію між Україною та ЄС

Abstract

UK: Угода про асоціацію передбачає приведення українського законодавства у відповідність до європейських норм і стандартів у сфері медіаіндустрії. Повномасштабна імплементація передбачає як обов’язковий компонент максимальне використання ресурсного потенціалу її участі у Європейському фонді підтримки спільного виробництва та розповсюдження художніх кінематографічних та аудіовізуальних творів EURIMAGES. Одним із ключових питань є розбудова ефективної системи захисту авторських та суміжних прав. Ще одним стратегічно важливим питанням є поглиблення співробітництва з європейськими країнами у сфері підготовки журналістів та інших категорій працівників медійної сфери. Повна конвергенція національного законодавства у сфері аудіовізуальних медіапослуг забезпечить переведення українського медійного середовища на «європейські рейки» та його виведення на якісно вищий щабель розвитку.

Одним из ключевых вопросов является развитие эффективной системы защиты авторских и смежных прав. Еще одним стратегически важным вопросом является углубление сотрудничества с европейскими странами в сфере подготовки журналистов и других категорий работников медийной сферы. Полная конвергенция национального законодательства в сфере аудиовизуальных медиауслуг обеспечит перевод украинской медийной среды на «европейские рельсы» и ее вывод на качественно более высокую ступень развития.

EN: Powerful drivers of building a competitive model of the media industry in Ukraine are embedded in the mechanisms of international cooperation in this field. The Association Agreement provides for the alignment of Ukrainian legislation with European norms and standards in this field. First of all, it concerns the implementation of the European Convention on Transfrontier Co-operation and the EU Directive 2007/65 / EC on audiovisual media services. Ukraine joined the Creative Europe program in 2015 and, on the basis of the Association Agreement Implementation Report 2018, paid an annual contribution of EUR 515 thousand for participation in this program. The full-scale implementation of the integration mechanisms of Ukraine's media sector diversification envisages, as a compulsory component, the maximum use of the resource potential of its participation in the European Fund for the Support for the Co-production and Distribution of Cinematographic and Audiovisual Works of EURIMAGES, which was adopted by the Law on Accession. on the key issues of implementation of European standards of functioning of the media sphere in Ukraine is building an effective system of protection copyrights created to display products. It is common practice for the Ukrainian media sector to continue to regulate the relationship between collective management organizations in the use of property rights of audiovisual and cinematographic owners with their users and among themselves. a radical solution to the issue of building a full-fledged system of protection of copyright and property rights for audiovisual production in Ukraine involves the implementation of a set of measures. Another strategic issue for the implementation of European standards of functioning of the media sphere in the economic practice of Ukraine is to deepen cooperation with European and other countries categories of media professionals (print and electronic, radio and television, etc.). The full convergence of national legislation on television and radio broadcasting with the legislation of the European Union in the field of audiovisual media services will ensure that the Ukrainian media environment is translated into "European tracks" and brought to a higher level of development.
