Основні положення державної політики у сфері охорони природного довкілля

Abstract

UK: У статті досліджено основні положення та напрями державної політики у сфері охорони природного довкілля в Україні. Автором визначено, що основною ціллю державної політика у сфері охорони природного довкілля є поліпшення якості життя за умови оптимального використання та відтворення природних ресурсів. Подано два напрями реалізації державної політики у сфері охорони природного довкілля: через виконання спеціально розроблених екологічних програм або планів дій та через інтегрування екологічно- го складника у загальні програми розвитку країни. Запропоновано систематизувати перелік економіч- них інструментів управління природокористуванням із виділенням трьох загальних типів: примусово-об- межувальних, які примушують природокористувачів дотримуватися природоохоронних вимог і вживати природоохоронних заходів; стимулюючих, що спонукають природокористувачів до захисту природи, та підтримуючих, дія яких спрямована на підтримання природокористувачів у ході здійснення ними природо- охоронних заходів.

RU: В статье исследованы основные положения и направления государственной политики в сфере охра- ны окружающей природной среды в Украине. Автором определено, что основной целью государственной политики в сфере охраны окружающей природной среды является улучшение качества жизни при оп- тимальном использовании и воспроизводстве природных ресурсов. Подано два направления реализации государственной политики в сфере охраны окружающей природной среды: выполнение специально раз- работанных экологических программ или планов действий и интегрирование экологической составля- ющей в общие программы развития страны. Предложено систематизировать перечень экономических инструментов управления природопользованием с выделением трех общих типов: принудительно-огра- ничительных, которые заставляют природопользователей соблюдать природоохранные требования и проводить природоохранные мероприятия; стимулирующих, побуждающих природопользователей к за- щите природы, и поддерживающих, действие которых направлено на поддержание природопользовате- лей в ходе осуществления ими природоохранных мероприятий.

EN: In the scientific article the directions of the state policy in the sphere of environmental protection in Ukraine are investigated. It is determined by the author that the main goal of the state policy in the sphere of environmental protection is to improve the quality of life with the optimal use and reproduction of natural resources. It is also determined that the state policy in the sphere of environmental protection is a complex of means and measures directed by society and the state for the rational use, reproduction and protection of natural resources. It is stated that state policy in the sphere of environmental protection is implemented both through the implementation of specially designed environmental programs or action plans, and through the integration of the environmental component into the general development programs of the country. Two directions of implementation of the state policy in the sphere of environmental protection are presented: through the implementation of specially developed environmental programs or action plans and through the integration of the environmental component into the general development programs of the country. It is proposed to systematize the list of economic instruments of environmental management with the identification of three general types: compulsory-restrictive, which force environmental users to comply with environmental requirements and take environmental measures; stimulating that encourage nature users to protect nature and supportive actions aimed at supporting nature users in the course of their conservation activities. It is determined that the main directions of state policy in the sphere of environmental protection should be acceptable forms of utilization of environmental protection potential on the basis of planning, stimulation and control by the state and application of regulatory legal aspects, creation and implementation of environmentally compatible technologies, environmental expertise and monitoring, fostering attitude to nature, etc. It is also determined that the main tasks of forming the state environmental policy of Ukraine is the creation of a new system of environmental legislation and the formation of a state mechanism to ensure compliance with legal environmental requirements and their implementation in the environmental legislation of the European Union
