Міжнародні організації як регулятор міжнародних відносин в умовах стохастичності сучасного глобалізованого світу

Abstract

UK: Обґрунтовані об’єктивні основи формування і розвитку міжнародних організацій як регуляторів відносин між країнами сучасного глобалізованого світу. Доведено, що система цих міжнародних інституцій відповідає на потребу міжнародного регулювання і оперативного реагування на актуальні проблеми світового і регіонального рівня. Охарактеризовані риси структурної і функціональної недосконалості міжнародних організацій. Визначена непродуктивність конфронтаційно-ізоляціоністської моделі існування і розвитку України і необхідність як максимального використання наявних можливостей і механізмів міжнародних інституцій, так і активних пропозицій щодо їх реформування, удосконалення. Запропоновані напрямки реформування суперечливих норм міжнародних організацій, зокрема ООН. Надані пропозиції з активізації української позиції у міжнародних організаціях з метою посилення інституціонального забезпечення захисту її економічних і політичних інтересів.

RU: Обоснованы объективные основы формирования и развития международных организаций как регуляторов отношений между странами современного глобализированного мира. Доказано, что система этих международных институтов отвечает на потребность международного регулирования и оперативного реагирования на актуальные проблемы мирового и регионального уровня. Охарактеризованы черты структурного и функционального несовершенства международных организаций. Определена непродуктивность конфронтационно-изоляционистской модели существования и развития Украины и необходимость максимального использования имеющихся возможностей, механизмов международных институтов, активных предложений относительно их реформирования. Предложены направления реформирования противоречивых норм международных организаций, в частности ООН. Представлены предложения по активизации украинской позиции в международных организациях для усиления институционального обеспечения защиты ее экономических и политических интересов.

EN: A large number of determinants shaping the modern world, uncertainty, rapid changes in the world economy and politics actualize the situation when the regulation of international processes, events, conflicts is largely shifted from the national-international level to the international-global level, through international organizations. The purpose of the article is the substantiation of the objective foundations of the formation and development of international organizations, clarification of their role as regulators of relations between countries of the modern globalized world and on the basis of this – determination of the boundaries of participation, cooperation, use of the capabilities of international organizations for Ukraine. Objective premises and factors of creation and development of international organizations are investigated. It is proved that the system of these international institutions responds to the need for international regulation and prompt response to pressing problems of the world and regional level. The features of the structural and functional imperfection of international organizations are determined. The importance of international organizations for solving internal and external problems of Ukraine is explained. The features of the integration and participation of Ukraine in the activities of international organizations are characterized. The necessity of maximizing the use of existing opportunities and mechanisms of international institutions, as well as active proposals regarding their reform and improvement, was emphasized. The classification of objective conditions for the formation and activities of international organizations was further developed. The unproductive confrontational-isolationist model of the existence and development of the country is determined. The directions of reforming the conflicting norms of international organizations, in particular the United Nations, are proposed. Proposals have been made to step up the Ukrainian position in international organizations in order to strengthen institutional support for the protection its economic and political interests.
