Вплив держави на формування конкурентного корпоративного сектору в Україні

Abstract

UK: У роботі розглянуто питання розвитку конкурентоспроможного корпоративного сектору України й особливості його державного регулювання, проведено аналіз макроекономічних показників, що характеризують розвиток підприємств корпоративного сектору в Україні, визначено базові вектори розвитку корпоративного сектору України в контексті його конкурентоспроможності. За проведеним аналізом визначена трансформація корпоративної системи України, з'ясовано, що ефективність корпоративного сектору набирає обертів, що, безумовно, впливає на збільшення ВВП країни, але, порівнюючи ці показники зі світовими, зазначено про стагнацію і відставання від світової економіки. Встановлені основні закономірності, передумови та взаємодія суспільних змін та змін у корпоративному секторі. Визначено, що одним з напрямів розвитку корпоративного сектору в Україні є приведення національного законодавства до світових (європейських) стандартів щодо захисту підприємств і прав акціонерів; потрібна дієва стратегія розвитку фондового ринку, спрямована на залучення акціонерних товариств до первинного розміщення акцій на внутрішніх і зовнішніх акціонерних майданчиках, дотримання прав міноритарних акціонерів; активізація інвестиційних процесів у корпоративний сектор.

RU: В работе рассмотрены вопросы развития корпоративного сектора Украины и особенности его государственного регулирования, проведен анализ макроэкономических показателей, характеризующих развитие предприятий корпоративного сектора в Украине, определены базовые векторы развития корпоративного сектора Украины в контексте его конкурентоспособности. В результате проведенного анализа установлены изменения в корпоративной системе Украины, определено, что эффективность корпоративного сектора возрастает, что, безусловно, влияет на увеличение ВВП страны, но, сравнивая эти показатели с мировыми, указано на их отставание. Исследованы основные закономерности, предпосылки и взаимовлияние изменений в современной экономике и корпоративном секторе. Определено, что одним из направлений развития корпоративного сектора в Украине есть соответствие национального законодательства мировым (европейским) стандартам в сфере защиты предприятий и прав акционеров; нужна действующая стратегия развития фондового рынка, направленная на привлечение акционерных обществ к первоначальному размещению акций на внутренних и внешних акционерных площадках, соблюдение прав миноритарных акционеров; активизация инвеститиционных процесов в корпоративный сектор.

EN: In modern conditions, state regulation of corporate integration becomes one of the mechanisms of protection against competition in the commodity markets for domestic business, which is seeking to protect not only market positions but also property rights. The paper considered development of the competitive corporate sector of Ukraine and features of its state regulation; analyzes of the macroeconomic indicators that characterize the development of enterprises of the corporate sector in Ukraine and the basic vectors of development of the corporate sector of Ukraine in the context of its competitiveness are determined. The analysis shows that over the past eight years, corporate sector performance has been gaining momentum, which certainly has an impact on the country's GDP growth, but by comparison of these indicators with the global ones, we noted stagnation and lag in light of international scientific comparisons. Factors that determine the peculiarities of the development of the corporate sector in Ukraine which classified as low economic efficiency and competitiveness of large and (or) state-owned enterprises, related to the closedness of this sector of the economy, lack of coordination of public authorities, corruption in public procurement and artificial bankruptcy of enterprises; methods of privatization of state-owned enterprises do not contribute to their further development; the presence of internal obstacles in the work of enterprises of the corporate sector of organizational and legal nature; the activity of enterprises has the nature of commodity monopolies, the existence of significant gaps in the legislative provision of protection of investor rights. The article states that the problem of development of the corporate sector in Ukraine has a public nature, and implies a synergistic combination of interests of both industrialists and entrepreneurs, as the state, political elites and society as a whole. The urgent task of the state is to form in Ukraine a new managerial outlook which dominates the developed countries of the world. The study examines in detail the mechanism of influence of the state on the corporate sector of the Ukrainian economy, which presents three directions when the state acts as an investor, a corporate rights issuer and a regulator. Each of the directions assists the state in achieving this goal and increases the level of development of the corporate sector in Ukraine. It is found out that the corporate sector of Ukraine has not yet fully realized its potential opportunities for business results, which is why the algorithm for the strategic development of the corporate sector of Ukraine has been determined. Such algorithm includes the following issues: improvement of the legal bases of functioning of the corporate sector; implementation of transparent corporate standards; effective development of the stock market aimed at attracting joint-stock companies to the initial placement of shares on internal and external joint-stock sites; observance of the rights of minority shareholders; intensification of investment processes in the corporate sector.
