Шляхи переформатування джерельної бази реалізації концепції соціальної держави в контексті децентралізації управління

Abstract

UK: Узагальнено позитивні і негативні сторони функціонування в просторі розвинених країн такого суспільного інституту як соціальна держава. Виокремлено причини реалізації в національному просторі концепції соціальної держави без створення її конструкту. Приведено базову формулу сутності соціальної держави та надано оцінку забезпеченню державою соціальності у суспільстві в її контексті. Встановлено факти формального посилення соціальної функції української держави впродовж років незалежності. При сприйнятті результатів соціалізації економіки як сукупних дій суб’єктів економіки основна увага акцентується на вадах соціальної політики держави та деструкцій при виконанні владних повноважень. Обґрунтовано необхідність змін інституційного середовища, яке допускає суб’єктно-об’єктні інсинуації, через ігнорування конституційної норми здійснення народом влади безпосередньо і через органи державної влади та місцевого самоврядування. Запропоновано заходи щодо перезавантаження влади у реалізації моделі соціальної держави, адаптовані до національних реалій.

EN: Positive and negative aspects of the functioning in the space of the developed countries of such social institution as the social state have been summarised. The realization reasons of the concept of the social state in the national space without creating its construct have been identified. The basic formula of the essence of the social state has been presented and the public provision of the socialness in the society in its context has been evaluated. The facts of the formal strengthening of the social function of the Ukrainian state throughout its independency have been determined. In perception of the results of the socialisation of the economy as the total efforts of the subjects of the economy the main attention is paid to shortcomings of the social policy of the state and destructions while executing the authorities. The necessity of the changes in the institutional environment that allows for subjective-objective innuendo has been justified, due to ignoring the constitutional norms of the exercising the power by the people directly and through the bodies of the state authority and local government. The measures for rebooting of the authority in the implementation of the model of the social state adapted to the national realities have been proposed.
