Аналіз соціально-економічного стану Дніпропетровської області як частина розвитку економічної системи України

Abstract

UK: В статті обґрунтовано необхідність в розвитку конкретних регіонів, зокрема, для розвитку держави в цілому. Проведено аналіз динаміки основних соціально-економічних показників та порівняння результатів з аналогічними по- казниками в Україні. Розглянуто таке явище, як децентралізація та її вплив на управління бюджетом для обраної адміністративної одиниці території. Вивчена проблема безробіття, його соціальний вплив на регіон та можливості часткового усунення даного явища в локальному масштабі. Описано екологічну ситуацію даної території, а також об'єкти, стан яких повинен бути врахований місцевими органами влади, а також державним апаратом. За результа- тами проведених досліджень визначені основні напрями формування та реалізації ефективної соціально-економічної політики у Дніпропетровській області. Розглянуто доцільність встановлення такої політики в теперішніх умовах, основні шляхи реалізації запропонованих принципів управління та можливість взаємодії регіональної політики запро- понованої територіально-адміністративної одиниці з політикою держави.

EN: The article substantiates the necessity for the development of specific regions. The role of a region in the system of intergovernmental relations and in the creation of a solid economic system as a whole is determined. The analysis of the dynamics of basic socio-economic indicators and comparison of results with similar indicators in Ukraine are carried out. Such phenomenon as decentralization and its effect on a budgetary management for chosen territory administration unit is considered. The object of the study is the Dnipropetrovsk region in general and OTG, which are located in the region, in particular. In the course of the study, the probable problems of the chosen method of implementing a budget system and ways to solve them are considered. The present state of the regional industry and the problems concerning vital important and even strategic facilities are studied. An example of such an object of strategic importance is the state enterprise “Production Association Southern Machine- Building Plant” named after O. M. Makarov that produces rocket and space equipment and technologies for defense as well as scientific and economic purposes. The problem of unemployment, its social effect on the region and possibilities for partial elimination of the given phenomenon on a local scale are considered. The demographic situation as the main derivative of the future labor market is analyzed and its current state is depicted. The environmental situation of the given territory is described as well as the facilities whose state should be taken into account not only by local authorities but government apparatus are taken into consideration. According to the results of the conducted research, the main directions of formation and implementation of effective socio-economic policy in Dnipropetrovsk region are determined. The expediency of establishing such policy in the present conditions, the main ways of implementing the proposed principles of management and the possibility of interacting the regional policy of the proposed territorial-administrative unit with the state policy is considered. The perspective of the region is analyzed on the basis of selected advantages and problems.
