Впровадження інформаційно-комунікаційних технологій для забезпечення сталого розвитку в Україні

Abstract

UK: У статті характеризується тісний взаємозв’язок між розвитком інформаційно-комунікаційних технологій та забезпеченням сталого розвитку. Впровадження та розвиток інформаційно-комунікаційних технологій розглядається як засіб та необхідний інструмент, що сприяє досягненню цілей людського розвитку. Поширення та стрімкий розвиток інформаційно-комунікаційних технологій (ІКТ) набуває сьогодні характеру світової інформаційної революції, яка здійснює значний вплив на економіку, політику, управління, науку, культуру країн. ІКТ являють собою різноманітні засоби створення, фіксації, переробки та поширення інформації. Їхнє ефективне застосування визнано сьогодні невід’ємною складовою частиною цілей сталого розвитку суспільства, що має відображення в Цілі No 9 «Промисловість, інновації та інфраструктура» ЦСР для України. Особливо вагомого значення набувають ІКТ для забезпечення цілей соціальної спрямованості (у системі охорони здоров’я та соціального захисту, освіти, державного управління).

RU: В статье характеризуется тесная взаимосвязь между развитием информационно-коммуникационных технологий и обеспечением устойчивого развития. Внедрение и развитие информационно-коммуникационных технологий рассматривается как средство и необходимый инструмент,способствующий достижению целей человеческого развития. Распространение и стремительное развитие информационно-коммуникационных технологий (ИКТ) приобретает сегодня характер мировоинформационной революции, которая оказывает значительное влияние на экономику, политику, управление, науку, культуру стран. ИКТ представляют собой разнообразные средства создания, фиксации, переработки и распространения информации. Их эффективное применение признано сегодня неотъемлемой составляющей целей устойчивого развития общества, имеет отражение в Цели No 9 «Промышленность, инновации и инфраструктура» ЦСР для Украины. Особенно важное значение приобретают ИКТ для обеспечения целей социальной направленности (в системе здравоохранения и социальной защиты, образования, государственного управления).

EN: In modern societies, technology is at the forefront. It largely determines social progress and sustainable de velopment. And information globalization has become one of the main characteristics of the modern world. The spread and rapid development of information and communication technologies (ICTs) are gaining the character of a global information revolution today, which has a significant impact on the economy, politics, governance, science and culture of countries. ICTs are a variety of tools for creating, recording, processing and disseminating information. Their effective implementation is recognized today as an integral part of the Sustainable Development Goals, which is reflected in Objective No 9 “Industry, innovations and infrastructure” of the SDG for Ukraine. ICTs are of particular importance for securing social goals (in health and social care, education, public administration). Modern ICTs play a significant role in the governance systems of developed countries. An important task for management staff is mastering modern approaches to collecting, processing and prompt use of information, methods and means of maintaining and updating them. Equally important is the impact of ICT on other spheres of a person’s public life: providing equal access to quality education, which in turn contributes to the development of the individual; giving opportunities to work remotely; providing remote participation in the country's life; business development opportunities; influence on his/her own life. An important element of the development of ICTs in Ukraine is the introduction of e-governance, which ensures the efficiency, openness and transparency of the activities of state authorities and local self-government. Also, this way of organizing public administration enables citizens and legal entities, non-governmental organizations to access public authorities in a remote way and in real time, which greatly simplifies the communication process and is achieved through the use of global and local information networks. Thus, the development of e-government contributes to the formation of a state that is committed to ensuring the free exercise of the rights and freedoms of citizens. The use of information technologies at different levels of the educational process as a tool for the implementation of innovative pedagogical ideas is conditioned by modern trends of informatization, mass communication and globalization of society. Society changes the requirements for the quality of the “end result” of the educational process. Computerization of the educational process has been identified as the main focus of improving the quality and accessibility of education. Therefore, this problem is given attention both at the level of central education management bodies and at the level of educational institutions. A problem of developing, creating and implementing developmental educational programs that will help students adapt to life in the information society is also urgent. In recent years, distance learning has become increasingly popular. Leading Ukrainian universities are involved in distance learning without much enthusiasm. Only 9 universities offer such an opportunity, moreover, not in all specialties. However, distance learning can be started after school, and already having the education – to get a specialist, master’s degree or the second diploma. Education is aimed at the prospects of social development. That is, in modern education it is necessary to apply the latest information technologies. The widespread adoption of ICTs in the educational area makes the problem of computerization of educational establishments as a priority. The development and implementation of ICTs are aimed at providing them with comprehensive information, resource and methodological support. An important issue for Ukraine is the environmental protection as the territory of Ukraine has an officially recognized international status as an “environmental disaster zone”. This was the result of the concentration of environmentally dirty chemical, metallurgical, mining, nuclear, thermal and hydroelectric power plants on the territory of the state, which were put into operation without the use of treatment and disposal systems, in order to save money. The Chornobyl accident also caused serious damage to the environment of Ukraine. Therefore, the development and implementation of ICTs is not only one of the Sustainable Development Goals for Ukraine, but also a powerful and necessary tool for meeting the other Goals.
