Оцінювання рівня стратегічного потенціалу розвитку закладів охорони здоров’я АТ «Укрзалізниця»

Abstract

UK: В статті досліджено існуючі підходи до оцінки стратегічного потенціалу економічних систем. Встановлено, що однією з основних проблем в оцінюванні рівня стратегічного потенціалу є визначення переліку показників, які дозволять комплексно і в повній мірі визначити можливості підприємств, врахувати особливості його розвитку. Комплексну оцінку рівня стратегічного потенціалу закладів охорони здоров’я АТ «Укрзалізниця» запропоновано проводити на основі розробленого методичного підходу, який базується на визначенні інтегральних показників основних компонентів стратегічного потенціалу (ресурсного та адаптаційного потенціалу) і їхніх складових (матеріально-технічного, фінансово-економічного, трудового, інноваційного, інформаційного потенціалів та резервів, ефективності управлінської системи, маркетингового потенціалу, корпоративної культури та організації взаємозв’язків та взаємовідносин з зовнішнім середовищем). Застосування даного підходу дозволяє провести оцінку по складових потенціалу з урахуванням рівня пристосованості закладів до постійно змінюваних умов, визначити слабкі місця та розробити ефективний механізм активізації стратегічного потенціалу закладів охорони здоров’я АТ «Укрзалізниця». Визначено групи показників-індикаторів та їх зміст. До таких груп належать показники, що характеризують: забезпеченість закладів матеріально-технічними ресурсами та ефективність їх використання; ефективність фінансового забезпечення діяльності закладу; ефективність використання трудових ресурсів; забезпеченість закладів інноваційними технологіями; інформаційну забезпеченість закладів хорони здоров’я; наявність зовнішніх та внутрішніх можливостей закладу; рівень організації діяльності, управління ; можливості позиціонування закладу на ринку медичних послуг; рівень організації праці, трудових взаємовідносин, культури закладу; ефективність системи постачання та збуту. Проведено оцінювання рівня стратегічного потенціалу закладів охорони здоров’я АТ «Укрзалізниця». Оцінка рівня стратегічного потенціалу закладів охорони здоров’я АТ «Укрзалізниця» свідчить про наявність можливостей активізації стратегічного потенціалу та його використання в забезпеченні розвиту закладів.

EN: The existing approaches to assessing the strategic potential of economic systems have been explored in the article. It has been established that one of the main problems in assessing the level of strategic potential is the determination of a list of indicators that will allow to comprehensively determine the capabilities of enterprises and take into account the peculiarities of its development. It is proposed that a comprehensive assessment of the level of strategic potential of healthcare institutions of JSC “Ukrzaliznytsia” be carried out on the basis of a developed methodological approach based on the determination of integrated indicators of the main components of strategic potential (resource and adaptation potential) and their components (material, technical, financial, economic, labor, innovative, information potentials and reserves, the effectiveness of the management system, the marketing potential of the corporate cult cheers and organizations of interconnections and relationships with the external environment). The application of this approach allows assessing the components of the potential, taking into account the level of fitness of institutions for changing conditions, identifying weaknesses and developing an effective mechanism for activating the strategic potential of healthcare institutions of Ukrzaliznytsya JSC. The groups of indicator indicators and their content are determined. Such groups include indicators characterizing: the provision of institutions with material and technical resources and the effectiveness of their use; the effectiveness of financial support of the institution; efficient use of labor resources; provision of institutions with innovative technologies; information security institutions to save health; the presence of external and internal capabilities of the institution; level of organization of activity, management; the possibility of positioning the institution in the medical services market; level of organization of labor, labor relations, institution culture; supply chain efficiency.
