Сучасна інноваційна політика провідних європейських країн: досвід для України

Abstract

UK: У статті проаналізовано особливості сучасної інноваційної політики провідних країн Європейського Союзу – Великобританії та Німеччини. Виділено основні їх інструменти, апробація яких на українському ґрунті при обґрунтуванні відповідного механізму впровадження дозволить досягти в перспективі високих результатів в сфері інноваційного розвитку України. Так інноваційну політику Великобританії можна охарактеризувати як гібридну, в якій державна підтримка пріоритетних галузевих секторів і технологій поєднується з інноваційними дослідженнями за значною кількістю напрямів. Проаналізовано набір інструментів, що застосовуються в інноваційній політиці ФРН, який характеризується постійністю й універсальним характером протягом тривалого згруповано у два основних напрями, які необхідно впроваджувати в українські реалії: підтримка бізнесу, як ініціатора та системного інтегратора науковотехнічних та інвестиційних рішень, а також пріоритетний розвиток інститутів державної політики, що забезпечують зацікавленість суспільства в інноваціях.

EN: The article analyzes the features of modern innovation policy in leading EU countries - the United Kingdom and Germany. Identified are their basic tools, the testing of which in the Ukrainian environment, given the substantiation of the relevant implementation mechanism, will in the long run allow to achieve high results in the field of Ukraine’s innovative development. It is determined that innovation policy in the UK can be described as hybrid, combining government support for priority technologies and sectors of the industry with innovative research in a broad spectrum of fields. The tools used by the German innovation policy are analyzed. They can be characterized by persistence and a universal nature extending over long periods of time. The experience of innovation policy in the leading EU countries has been differentiated into two main areas that should be implemented in the Ukrainian realities: support for business, it being the initiator and systematic integrator of scientific, technical and investment decisions, and prioritizing the development of state policy institutions that ensure the society's interest in innovation.
