Концептуальні основи економічної діагностики регіонального розвитку

Abstract

UK: Статтю присвячено дослідженню концептуальних основ економічної діагностики розвитку окремих регіонів. Розглянуто підходи українських науковців до характерних особливостей економічної діагностики розвитку регіону та вибору критеріїв для економічної оцінки рівня розвитку регіону. Виокремлено основні показники, які використовуюся науковцями для діагностики рівня економічного розвитку регіону і забезпечують оцінювання рівня розвитку фінансового, адміністративно-правового, природно-екологічного, інвестиційного, інноваційного та соціального складників розвитку області. Досліджено критерії економічної діагностики рівня регіонального розвитку, запропоновані у законодавчих актах України. Розглянуто закордонний досвід економічної діагностики регіонального розвитку (зокрема, США та Польщі). Запропоновано здійснювати економічну діагностику регіонального розвитку на основі представленої групи показників.

EN: Research into issues of economic development of individual regions, which is basis for effective socio-economic transformation in country is very important at the present stage. The purpose of the article is to highlight the components of regional development through economic diagnostics, using a conceptual approach. The article is devoted to the research of conceptual bases of economic diagnostics of separate regions development. The approaches of Ukrainian scientists to economic diagnostics characteristic features of regional development. and selection of criteria for economic assessment of the level of region development are considered. There was determined that choosing criteria for economic assessment of region development level the following criteria are most often used: volume and availability of resources; opportunities for enterprises and individual sectors of economy; opportunities for regional management; financial, innovation and information opportunities. There was separated the main indicators used by scientists to diagnose the level of region economic development, which provide an assessment of development level of financial, administrative, legal, natural, environmental, investment, innovation and social components of the development of the region (such as volume and availability of resources; opportunities for enterprises and individual sectors of economy; opportunities for regional management; financial, innovation and information opportunities). The criteria of economic diagnostics of regional development level, proposed in the legislative acts of Ukraine, their advantages and disadvantages are investigated. Foreign experience of economic diagnostics of regional development (in particular, the USA and Poland) was considered, its advantages and disadvantages. There was proposed to carry out economic diagnostics of regional development on the basis of presented group of indicators (national and foreign economic development, development of investment and innovation activity, development of entrepreneurship and labor market, level of financial and social security of population).
