Розвиток аграрного сектора економіки на засадах кластеризації

Abstract

UK: Метою дослідження є формування науково-методичного базису та розробка інструментарію оцінювання потенціалу розвитку аграрного сектора економіки на засадах кластеризації. Під час дослідження використано методи монографічного і системного аналізу, розрахунково-конструктивний, аналізу й синтезу. У результаті сформовано науково-прикладні засади розвитку аграрного сектора економіки на засадах кластеризації. Зокрема доведено, що вибору раціональної форми територіальної організації інтеграційних відносин в аграрному секторі економіки має передувати системний аналіз ґенези і стану галузевого й територіального розвитку. Обґрунтовано, що нині в Україні доцільно розвивати аграрні кластери у формах територіально-виробничих комплексів, вільних економічних зон, класичних кластерів і субкластерів транснаціональних корпорацій. Встановлено, що для розвитку кластерів потрібно чітко дотримуватися принципів самоорганізації, географічної локалізації, конкурентоспроможності виробленої продукції підприємства-інтегратора, продуктового характеру кластеризації, досконалої конкуренції між учасниками кластера, координації діяльності кластера з боку органів державної влади. Показано, що найбільший вплив на розвиток кластерів чинить інституціональна інфраструктура. Для оцінювання потенціалу інституційної придатності регіонів України до кластеризації була запропонована і апробована методика на основі середньозважених рангів.

EN: A research objective is to form the scientific and methodical basis and to develop tools for estimation a development potential of the agrarian sector of the economy on the clusters basis. In the course of investigations we have applied methods as constructive, analysis, synthesis, monographic and system analysis. In particular, it is proved that the system analysis of genesis and a condition of branch and territorial development has to precede the choice of a rational form of the territorial organization of the integration relations in the agrarian sector of the economy. It is proved that there are expedient to develop agrarian clusters in forms of territorial and production complexes, free economic zones, classical clusters and subclusters of multinational corporations in Ukraine now. It is established that for development of clusters it is necessary to observe the principles of self-organization, geographical localization, competitiveness of the made production of the enterprise-integrator, grocery character of a clustering, the perfect competition between participants of a cluster, coordination of activity of a cluster from public authorities. It is shown that the greatest impact on development of clusters is exerted by institutional infrastructure. For estimation the potential level of institutional suitability of the Ukraine’s regions for a clustering, the technique based on the average ranks was offered and approved.
