Міграційний капітал України: ресурсний вимір та можливості управління

Abstract

UK: У статті досліджено основні наукові, практичні та теоретичні підходи до управління міграційними процесами та ресурсами. Виокремлено ознаки міграційного капіталу, визначено причини трудової міграції населення, їх частота і географічні вподобання. Обґрунтовано необхідність формування стратегії розвитку трудового капіталу України з метою врегулювання міграційних процесів за межі країни. Запропоновано рекомендації щодо вирішення наявних проблем міграційного капіталу України. Сформовано низку рекомендацій теоретичного і практичного характеру з метою поліпшення стану речей у системі трудового капіталу України. Визначено проблеми, які існують у процесі управління міграційним капіталом України. Обґрунтовано зв'язок управління міграційним капіталом країни з фінансовою спроможністю держави та її можливістю надавати гідні робочі місця для трудових громадян.

RU: В статье исследованы основные научные, практические и теоретические подходы к управлению миграционными процессами и ресурсами. Выделены признаки миграционного капитала, определены причины трудовой миграции населения, их частота и географические предпочтения. Обоснована необходимость формирования стратегии развития трудового капитала Украины с целью урегулирования миграционных процессов за пределы страны. Предложены рекомендации по решению имеющихся проблем миграционного капитала Украины. Сформирован ряд рекомендаций теоретического практического характера с целью улучшения положения вещей в системе трудового капитала Украины. Определены проблемы, которые существуют в процессе управления миграционным капиталом Украины. Обоснована связь управления миграционным капиталом страны с финансовой способностью государства и его возможностью предоставлять достойные рабочие места для трудовых граждан.

EN: The article is devoted to the study of basic scientific, practical and theoretical approaches to the management of migration processes and resources. The development of globalization and democratization of public life has contributed to much greater opportunities for people to move between countries, significantly intensifying migration processes. International migration is an important element in the formation of the composition and population, a factor influencing socio-economic development and international relations. Migration has played an important role in the history of the formation and development of Ukrainian society. Ukrainians are characterized by large-scale labor migration abroad. With the proclamation of Ukraine's independence, the processes of labor migration of Ukrainians intensified significantly. The article identified the causes of labor migration, their frequency and geographical preferences. The necessity of forming a strategy for the development of labor capital of Ukraine in order to regulate migration processes outside the country is substantiated. Recommendations for solving the existing problems of migration capital of Ukraine are offered. Today, labor migration not only reduces the supply of labor in the Ukrainian labor market, but also reduces its quality. Intellectual migration is a special threat to the socio-economic development of the country and sustainable development of society. A number of recommendations have been formed, which contain both theoretical and practical nature in order to improve the state of affairs in the system of labor capital of Ukraine. Remittances continue to be an important source of income for migrant households and play a key role in reducing the vulnerability of regional economies to economic disparities. In addition to important local significance, remittances also play an important role at the macro level. The problems that exist in the process of managing the migration capital of Ukraine are identified. The connection of the country's migration capital management with the financial capacity of the state and its ability to provide decent jobs for working citizens is substantiated.
