Модернізація структурно-логічної моделі організаційно-економічного механізму функціонування ринку зерна: методологічний вимір

Abstract

UK: У статті розроблено пропозиції щодо модернізації структурно-логічної моделі організаційно-економічного механізму функціонування ринку зерна на якісно новому науково-методичному підході, який враховує нові виклики та гострі запити сьогодення. Таким чином, побудована структурно-логічна модель організаційно-економічного механізму створює передумови для підвищення результативності функціонування ринку зерна, забезпечення переходу зернового комплексу до стабільного зростання на якісно новій платформі. У контурі організаційно-економічного механізму функціонування ринку зерна використаний когнітивно-евентуальний підхід дасть змогу розробити, узгодити та своєчасно реалізувати комплекс конкретних збалансованих заходів інноваційного характеру, спрямованих на високу надійність, ефективність та комфортність, відповідно до окреслених стратегічних орієнтирів з огляду на особливості і стан зернового ринку та наявний рівень його субсистем за викликів зовнішнього середовища.

RU: В статье разработаны предложения по модернизации структурно-логической модели организационно-экономического механизма функционирования рынка зерна на качественно новом научно-методическом подходе, который учитывает новые вызовы и острые запросы современности. Таким образом, построенная структурно-логическая модель организационно-экономического механизма создает предпосылки для повышения результативности функционирования рынка зерна, обеспечения перехода зернового комплекса к стабильному росту на качественно новой платформе. В контуре организационно-экономического механизма функционирования рынка зерна использованный когнитивно-эвентуальный подход позволит разработать, согласовать и своевременно реализовать комплекс конкретных сбалансированных мер инновационного характера, направленных на высокую надежность, эффективность и комфортность, согласно определенным стратегическим ориентирам с учетом особенностей и состояния зернового рынка и существующего уровня его субсистем при вызовах внешней среды.

EN: The article develops proposals for the modernization of the structural and logical model of the organizational and economic mechanism of the grain market on a qualitatively new scientific and methodological approach that takes into account the new challenges and acute demands of today. It is emphasized that the organizational and economic mechanism of the grain market should include the use of a system of measures, levers of influence, tools to overcome existing problems and guide the development of the entire grain complex in the direction of environmental friendliness, innovation, technology and economy. The definition of hierarchical levels, subsystems and components of the organizational and economic mechanism of the grain market should be based on a platform of complexity, continuity and system, continuity (capacity), availability, which will ensure the production of the required quantity and quality and range of grain at reasonable prices. A mandatory tool of the organizational and economic mechanism of the grain market should be a system of monitoring, administration and control, which constantly monitors the processes, projects, activities implemented, and if necessary, make appropriate adjustments. Thus, the constructed structural and logical model of the organizational and economic mechanism creates preconditions for increase of efficiency of functioning of the grain market, maintenance of transition of a grain complex to stable growth on qualitatively new platform. The main strategic guidelines for the functioning of the grain market are aimed at increasing the production of high quality grain products, containment or leveling of destructive logistics processes, formation of a roadmap to increase competitive advantages and increase the export potential of the grain sector, climate, high-yielding seed varieties, etc. In the contour of the organizational and economic mechanism of the grain market used cognitive-potential approach will develop, agree and timely implement a set of specific balanced measures of an innovative nature, aimed at high reliability, efficiency and comfort, in accordance with the outlined strategic guidelines, taking into account the existing level of its subsystems in the face of environmental challenges.
