Досвід регіональної політики EC: модель управління економікою регіону на основі промислових кластерів

Abstract

UK: У статті розглянуто досвід формування та реалізації регіональної структурної політики ЄС, яка є важливою для України, оскільки концепції та конкретні механізми політики вирівнювання розвитку країн-членів ЄС добре розроблені й відпрацьовані, а їх запровадження в ряді країн-членів ЄС із порівняно невисокими рівнями економічного розвитку має суттєві позитивні результати щодо підвищення темпів економічного розвитку цих країн. Тому дослідження досвіду ЄС є безумовно актуальним і своєчасним для України. На основі дослідження інвестиційного паспорту та профілю Запорізької області, пропонується створити регіональні кластери, які є генеральним напрямом реалізації конкурентних переваг і підтримки регіональних точок зростання Запорізької області. Використовуючи досвід Європейської практики підвищення конкуренто- спроможності територій шляхом реалізації кластер-орієнтованої регіональної політики, запропоновано допомогти підвищити ефективність реалізації промислового потенціалу Запорізької області за рахунок створення промислових кластерів.

EN: The experience in development and implementation of regional structural policies of the EU has been investigated in the article. It is important for Ukraine because the concept of specific mechanisms and policy of alignment of EU member states are well designed and worked out and their implementation in a number of EU countries with relatively low levels of economic development has got the significant positive results of increasing the pace of economic development in these countries. So study the EU experience in this sphere is definitely relevant and timely for Ukraine. Based on the research of investment passport and profile of Zaporozhe region in Ukraine it has been proposed to create the regional clusters, which could be the general direction of realization of competitive advantages of this region and would support the development of regional “points of growth”. Using the experience of European policy of supporting the regional competitiveness through the implementation of cluster-oriented regional policy, it has been suggested to develop the industrial clusters in Zaporozhe region as the way of increasing its industrial capacity.
