Професійне навчання осіб з інвалідністю в Україні: реалії та можливості

Abstract

UK: У статті розглянуто актуальну проблему розвитку і підтримки системи професійного навчання осіб з інвалідністю в Україні. Окрему увагу приділено системі державних і недержавних закладів, через яку здійснюється професійне навчання осіб з інвалідністю. Виділено ключові недоліки системи професійної освіти осіб з інвалідністю в Україні, зокрема в частині фінансування такої освіти, матеріально-технічного забезпечення окремих груп осіб з інвалідністю, а також навчальних закладів і підприємств, яким необхідно адаптувати місце навчання чи роботи для потреб особи з інвалідністю. Проведений аналіз також указує на недоліки процедури вибору професії для осіб з інвалідністю за участю МСЕК. Окремо сформульовано рекомендації щодо подолання цих недоліків.

RU: В статье рассматривается актуальная проблема развития и поддержки профессионального обучения лиц с инвалидностью в Украине. Особое внимание уделено системе государственных и негосударственных учреждений, через которую осуществляется профессиональное обучение лиц с инвалидностью. Выделены ключевые недостатки системы профессионального образования лиц с инвалидностью в Украине, в частности в части финансирования такого образования, материально-технического обеспечения отдельных групп лиц с инвалидностью, а также учебных заведений и предприятий, которым необходимо адаптировать место обучения или работы под потребности лица с инвалидностью. Отдельно сформулированы рекомендации по преодолению этих недостатков.

EN: The article discusses the actual problem of organization of professional education for persons with disabilities in Ukraine. In time of constant reforms in Ukraine, the problem does not lose its urgency, particularly, when many people with disabilities remain unemployed and have a need in additional professional education. Based on analysis of legislation, research papers of other scholars and using interpretive approach, the article provides a brief overview of the system of specialized educational establishments for persons with disabilities and analyses the regulatory and legal acts regulating this issue. Special attention is paid to the system of state and non-state institutions involved in implementation of the state policy in the area of professional and social rehabilitation of persons with disabilities. The article discusses the system of financing of this education by several institutions. Based on this review, the author critically analyses advantages and drawbacks of the current system. The available statistics allows pointing out to a low level of employment of persons with disability and a low number of such people who received professional rehabilitation. Main causes of this problem lay in the system of distribution of finances, insufficient provision of materials and equipment for people with disabilities, educational establishment and organizations that would like to welcome such people as students or employees. In addition, the analysis shows a drawback of the procedure that is used for a choice of profession for persons with disabilities that in reality impose limitations on the work of the State Service for Employment and educational establishments. The article can be of interest for researchers, public administration officers and NGOs that work with persons with disabilities.
