Оцінювання рівня безпеки соціально-культурної сфери методом головних компонент

Abstract

UK: У статті запропоновано підхід до оцінювання рівня безпеки соціально-культурної сфери за індексами макроекономічної та соціально-демографічної безпеки, які визначаються методом головних компонент. Досліджено сучасну динаміку змін індикаторів макроекономічної безпеки національної економіки України та її агрегованого рівня за 2000–2014 роки. До складу інтегрального індексу макроекономічної безпеки запропоновано залучити відношення обсягу валового внутрішнього продукту на одну особу до середнього значення, рівень безробіття, темп приросту валового внутрішнього продукту тощо. До складу інтегрального індексу соціально-демографічної безпеки запропоновано залучити чисельність наявного населення, очікувану тривалість життя при народженні, обсяг видатків зведеного бюджету на культуру, рівень злочинності тощо.

RU: В статье предложен подход к оцениванию уровня безопасности социально-культурной сферы по индексам макроэкономической и социально-демографической безопасности, которые определяются методом главных компонент. Исследована современная динамика изменений индикаторов макроэкономической безопасности национальной экономики Украины и ее агрегированного уровня за 2000–2014 годы. В состав интегрального индекса макроэкономической безопасности предложено внести отношение объема валового внутреннего продукта на одно лицо к среднему значению, уровень безработицы, темп прироста валового внутреннего продукта и др. В состав интегрального индекса социально-демографической безопасности предложено внести численность существующего населения, ожидаемую продолжительность жизни при рождении, объем расходов сводного бюджета на культуру, уровень преступности и др.

EN: The leading world countries pay special attention to the development of the socio-cultural sphere as the foundation of the economic development and economic and social security of the state. The purpose of the article is to formulate the methodological bases for determining of the approaches to assessing of the level of safety of the socio-cultural sphere by the method of the main components. The article proposes an approach to assessing of the level of security of the socio-cultural sphere on the indices of macroeconomic and socio-demographic security, which are determined by the method of the main components. The current dynamics of changes of indicators of the macroeconomic security of the national economy of Ukraine and its aggregated level during the 2000–2014 is investigated. It is proposed to involve the ratio of gross domestic product per person to the average, the unemployment rate, the growth rate of the gross domestic product and others to the structure of the integrated index of macroeconomic security. The following indicators are proposed to be included in the integral index of socio-demographic security: the number of available population, the life expectancy at birth, the volume of expenditures of the consolidated budget for culture, the crime rate and others. The method of comparative analysis in the study of socio-economic phenomena is desirable to apply in conjunction with the method of the main components. The practical significance of the work lies in the fact that the provisions and practical recommendations make it possible to solve the disturbed scientific and practical problem, and the results of the study, which have an applied nature, can have a practical application. The socio-cultural environment is becoming increasingly important for the developed world countries. The development of the social and cultural sphere is a vital condition for satisfaction of needs of human. The social and cultural sphere is one of the most important sources of job creation; it is one of the few areas where the attraction of new technologies does not lead to a rapid reduction of personnel. In Ukraine, the active development of the social and cultural sphere should become a source of achieving of a high level of employment that, in turn, will contribute to improving of the standard of living of all citizens of Ukraine.
