Наповнення бюджетної системи за рахунок активізації діяльності фінансових посередників та зовнішньоекономічної діяльності

Abstract

UK: У статті розглянуто шляхи наповнення державного бюджету за рахунок розвитку діяльності небанківських фінансових посередників (НФП) та зовнішньоекономічної діяльності, а саме сприяння розширенню частки ринку, ділових відносин у сфері імпортних та експортних операцій та фінансових інструментів установ. Фіскальна складова при наповненні державного бюджету не є ключовою, так як вона прямо пропорційна збільшенню прибутків, які отримані НФП. Розвиток альтернативних каналів продажу для НФП також впливає на обсяги операцій та позитивно індексується до бюджетних надходжень, проте найбільш дієвими лишаються системні програми підтримки НФП щодо кредитування та інших видів посередництва, які впливатимуть на економіку вцілому на державному рівні та дадуть змогу збільшувати валовий внутрішній продукт, стимулюючи промисловість та зовнішньоекономічну діяльність. Проведено порівняльну характеристику з позначенням потенціального наповнення державного бюджету від приросту зовнішньоекономічних операцій у банківській системі та структурних обсягів фінансової системи. Сформована матриця результуючих надходжень до державного бюджету в залежності від складових шляхів наповнення державного бюджету в залежності від заходів по активізації зовнішньоекономічної та посередницької діяльності НФП на внутрішньому ринку.

EN: The article is dedicated to research of the state budget income structure through the development of non-bank financial intermediaries and foreign economic activity, including promotion and expansion of the market share, business relations in the field of import and export operations and financial instruments of non-bank institutions. The fiscal component in filling the state budget is not a key, since it is directly proportional to the increase in profits earned by them. The development of alternative sale channels for non-banking intermediaries should increase the volume of transactions and budget income from other side. Among the most effective systemic programs of financial intermediaries supports are: international trade development and credit policy adjustment, which are able to increase GDP and the whole economy improving industrial and international cooperation as well. The comparative characteristic with the designation of the potential income structure of the state budget from the growth of foreign economic operations in the banking system and the structural volume of the financial system was carried out. The matrix of the resulting revenues to the state budget was disposed, including the dependence between incomes structure and measures of the foreign economic and intermediary activities development on the domestic market.
