Можливості та перспективи управління проектами на основі методології ISO 21500

Abstract

UK: Узагальнена ідея дослідження полягає у необхідності вдосконалення наукового, методичного, правового забезпечення процесів управління проектами, заснованого на засадах сучасних стандартів у цій царині, що ґрунтується на кращому світовому досвіді з врахуванням української специфіки. На основі критичного аналізу недоліків та переваг методології ISO 21500 обґрунтовано нагальну необхідність приведення українського законодавства в сфері проектного управління у відповідність до міжнародних стандартів. Гармонізація української методології з кращими світовими концепціями та її подальша поступова системна реалізація сприятиме суттєвому покращенню процесів управління та результатів проектів, скороченню витрат на їх реалізацію, а, отже, загалом підвищенню ефективності проектного управління. Наукова новизна полягає у обґрунтуванні доцільності приведення української практики проектного управління у відповідність з глобальними тенденціями за рахунок впровадження нових концепцій, у окресленні кола невирішених наукових завдань щодо розробки сучасної методології управління проектами, яка буде враховувати міжнародні стандарти та дозволятиме вдосконалити процес управління, підвищити його ефективність та результативність. Практична значущість. Запровадження нових підходів до управління проектами, які б враховував ISO 21500, дозволить вдосконалювати процеси управління проектами, вирішувати проблемні аспекти управління, а також у разі необхідності скорочувати витрати при плануванні та реалізації проектів.

EN: The main purpose of this work is informing about world systems of knowledge and standards in the field of projects’ management; granting new opportunities, ideas and tools for the best implementation of projects in the Ukrainian organizations thanks to ISO 21500 methodology. The generalized idea of the research is the necessities of improvement of the scientific, methodical, legal support of management processes of projects based on modern standards in this area which are based on the best world experience taking into account the Ukrainian specifics. On the basis of the critical analysis of shortcomings and advantages of methodology of ISO 21500 emergency of reduction of the Ukrainian legislation in the sphere of project management in compliance with the international standards is proved. Harmonization of the Ukrainian methodology with the best world concepts and its further consecutive system realization will allow to improve considerably management processes and results of projects, to cut down expenses on their realization, and, therefore, to increase the efficiency of project management in general. Scientific novelty consists in the justification of reduction expediency of the Ukrainian practice of project management in compliance with global tendencies due to introduction of new concepts; in the description of a circle of unresolved scientific tasks of development of modern methodology of projects’ management which will consider the international standards and will allow to improve management process, to increase its efficiency and productivity. The introduction of new approaches to the projects’ management which consider ISO 21500 recommendations will allow to improve processes of projects’ management, to solve problem aspects of management, and also, in case of need, to cut down expenses during the planning and implementation of projects.
