Бюджетна безпека як важливий складник фінансової безпеки держави

Abstract

UK: У статті досліджено сутність понять економічної, фінансової та бюджетної безпеки держави з метою поглиблення понятійного апарату економічної науки. Виділено основні теоретичні підходи до визначення поняття «фінансова безпека». Відображено структуру міжнародної безпеки і місця у ній бюджетної безпеки держави. Відповідно до затверджених на законодавчому рівні Методичних рекомендацій щодо розрахунку рівня економічної безпеки України, розглянуто індикатори стану бюджетної безпеки, подано формули їх обчислення, проаналізовано стан кожного з індикаторів бюджетної безпеки держави за останні роки та на їх основі здійснено загальну оцінку стану бюджетної безпеки держави на сучасному етапі. Виділено основні проблеми та потенційно можливі ендогенні та екзогенні загрози бюджетній безпеці України. Подано шляхи подолання проблем завдяки використанню запропонованих пріоритетів зміцнення бюджетної політики.

RU: В статье исследована сущность понятий экономической, финансовой и бюджетной безопасности государства с целью углубления понятийного аппарата экономической науки. Выделены основные теоретические подходы к определению понятия «финансовая безопасность». Отображены структура международной безопасности и место в ней бюджетной безопасности государства. В соответствии с утвержденными на законодательном уровне Методическими рекомендациями по расчету уровня экономической безопасности Украины, рассмотрены индикаторы состояния бюджетной безопасности, даны формулы их вычисления, проанализировано состояние каждого из индикаторов бюджетной безопасности государства за последние годы и на их основе осуществлена общая оценка состояния бюджетной безопасности государства на современном этапе. Выделены основные проблемы и потенциально возможные эндогенные и экзогенные угрозы бюджетной безопасности Украины. Поданы пути преодоления проблем благодаря использованию предложенных приоритетов укрепления бюджетной политики.

EN: In the context of globalization and economic turbulence, the issue of ensuring the security of the country as a whole is becoming increasingly important for Ukraine. The state of financial and in particular budgetary security has a significant impact on the state security. The implementation of economic policy is impossible without proper financial support and improvement of economic and financial security in the country. Ineffective fiscal policy stimulates negative processes in the functioning and development of the country’s economy, which significantly affects the financial performance of businesses and citizens, and hence the level of macroeconomic parameters. Risks in the field of financial security of the state do not allow to ensure the required level of economic growth, hinder economic reform, negatively affect trade and foreign economic activity of Ukraine, create obstacles to improving the components of the economic system, in particular, the budget system. In the current crisis, Ukraine faces the task of creating a system of warning about the approaching state of financial danger, developing a system of measures aimed at ensuring the financial security of the state. The article examines the essence of the concepts of “security”, “financial security”, “economic security” and “budget security” in order to deepen the conceptual apparatus of economics. The main theoretical approaches to the definition of “financial security” are highlighted. To understand the impact of budget security on the financial security of the state, which in turn affects the security of higher levels, reflects the structure of international security and the place of budget the state security. The most important criteria of budget security of the state are allocated. In accordance with the Methodological recommendations approved at the legislative level for calculating the level of economic security of Ukraine, the indicators of the state of budget security and the formulas for their calculation are considered. The state of each of the budget security indicators is assessed and a conclusion is made about their impact on the financial security of the state. The main problems, existing and potentially exogenous and endogenous threats to Ukraine's budget security are highlighted. Based on the analysis, ways to overcome the problems through the use of the proposed priorities to strengthen fiscal policy are presented.
