Інвестиційні механізми реінжинірингу зрошувальних систем: проблеми та шляхи їх вирішення

Abstract

UK: У роботі досліджено сучасний стан і визначено основні причини незадовільного стану іригаційно-дренажної мережі та меліоративного стану зрошуваних земель в Республіці Таджикистан. Для вирішення проблем відтворення іригаційних мереж та родючості зрошуваних земель в роботі запропоновано шляхи реалізації інвестиційної програми реінжинірингу зрошувальних систем у рамках реалізації Національної Стратегії Розвитку Таджикистану на період до 2030 року. У статті розглянуто форми, методи та джерела інвестицій у сферу водокористування за умов недосконалості інституціонального забезпечення, користування водними ресурсами та об’єктами водогосподарської інфраструктури. Визначено передумови нарощення обсягів інвестиційного забезпечення основних сегментів сфери меліорації та іригації в Республіці Таджикистан.

EN: To solve the problems of reproduction of irrigation networks and fertility of irrigated lands in the work proposed ways of realization of the investment program of reengineering of irrigation systems in the framework of realization of the National Development Strategy of Tajikistan for the period till 2030. Reengineering and modernization of the inter-farm and in-farm irrigation and drainage network and restoration of irrigated land potential is an extremely important and urgent state task and it’s one of the key factors of economic growth, employment of the rural population, poverty reduction and food security of the Republic of Tajikistan. However, for today, landowners are not able to finance not only the modernization and technical re-equipment of reclamation systems, but also to pay in full for provided services for the operation and maintenance of in-farm irrigation and drainage network, water distribution between members of Associations of water users and other water users. As a result of researches it is established that for carrying out a complex of measures for reengineering of irrigation and drainage network and restoration of fertility of irrigated lands of the Government of the Republic of Tajikistan must realize a number of the following state programs: 1) provide an opportunity for the Associations of water users to get loans from state and commercial banks secured by fixed assets both in-farm and inter-farm irrigation and drainage network; 2) provide local governments with a legislative opportunity to issue securities secured by land plots together with the irrigation network; 3) stimulate land users to grow highly productive and highly profitable agricultural crops on irrigated land; 4) promote the attraction of foreign investments in the realization of projects aimed at the introduction of water-saving ecologically safe technologies etc. The need for sustainable development of Tajikistan requires more active involvement of international aid in the country through special funds funded by the governments of donor countries. The article examines the forms, methods and sources of investments in the development and improvement of water management in the conditions of imperfection of the institutional support for the use of water resources and objects in the field of reclamation and irrigation of the Republic of Tajikistan.
