Особливості формування глобального інформаційного простору економіки знань та методологічні питання його дослідження

Abstract

UK: У статті сфокусовано увагу на результатах стрімкого розвитку інформаційно- комунікаційних технологій (ІКТ) та розповсюдженні мережі Інтернет. Насамперед, уточнено сутність глобального інформаційного простору (ГІП) як результату процесів світової інформатизації. Процеси інформатизації стосуються всіх складових економіки знань (науки, освіти, ІКТ, наукомісткого виробництва, підприємництва та інноваційної діяльності) і створюють для них нові умови. Оцінюючи наслідки використання Інтернету констатовано цифрові трансформації економіки, що доповнює сучасні концепції інформаційної економіки та інформаційного суспільства. Надано авторське пояснення суті глобального інформаційного суспільства. На підставі проведеного аналізу, визначено особливості сучасної цифрової глобалізації, яка супроводжується активізацією інформаційних потоків та міжнародної торгівлі інформаційними товарами та послугами. Пояснена специфіка цифрових інновацій. Поява ГІП дала поштовх розвитку системи міжнародних економічних відносин, зумовила необхідність створення нової системі світового регулювання. Також відзначається розвиток особливої форми – міжнародних відносин в інформаційній сфері та перетворенні Інтернету на глобальний економічний механізм. Узагальнено основні принципи організації та характеристики ГІП і його наслідки у сфері знань. У цьому контексті акцентовано увагу на складових інформаційної інфраструктури економіки знань та питаннях її розвитку, для чого сформульовані відповідні науково-практичні пропозиції. Надано авторське трактування концепції глобальної економіки знань та визначення особливостей її становлення.

EN: The article focuses on the results of the information and communication technologies (ICT) rapid development and widespread Internet. First of all, the global information space (GIS) essence as a result of the world informatization processes has been specified. Informatization processes concern all knowledge economy components (science, education, ICT, science-intensive production, entrepreneurship and innovation activity) and create new conditions for them. The economy digital transformations have been determined assessing the consequences of Internet use, and all of this complements the modern concept of the information economy and the information society. The author's explanation of the global information society essence is provided. The modern digital globalization features are defined on the basis of the performed analysis that is accompanied by the intensification of information flows and the international trade in information goods and services. The digital innovations specific features are explained. The GIS appearance has given the rise to the international economic relations system development and determined the necessity of the new system creation of world regulation. The special form of development such as international relations in the information sphere and the transformation of the Internet into a global economic mechanism are also noted. General organization principles and GIS characteristics and its consequences in the knowledge field are generalized. In this context, the attention is focused on the knowledge economy information infrastructure components and its development issues, so the corresponding scientific and practical proposals are formulated. The author's interpretation of the global knowledge economy concept and its formation aspects definition are given.
