Методичні засади формування інституціонального забезпечення розвитку постійних пристроїв транспортних систем України

Abstract

UK: У статті виявлені основні проблеми інституціонального забезпечення розвитку постійних пристроїв транспортних систем України (транспортних терміналів та шляхів сполучення). Удосконалено методичні засади адаптації розвитку постійних пристроїв транспортних систем до умов зовнішнього середовища. Обґрунтовано, що для реалізації розроблених методичних засад необхідною умовою є наявність інформаційної бази щодо стану постійних пристроїв транспортних систем. В статті запропоновано розробити Стратегію розвитку постійних пристроїв транспортних систем України. Автором сформульовані основні короткострокові, середньострокові та довгострокові стратегічні напрямки розвитку постійних пристроїв транспортних систем. Надані рекомендації щодо активізації інноваційної діяльності в галузі транспорту.

EN: The article explores the main problems of institutional support of the development of permanent structures of the transport systems of Ukraine (transport terminals and communication routes). The modern transport system is one of the basic branches of the economy of Ukraine, which has an extensive network of communication routes and transport terminals. However, the level of the transport systems development in Ukraine is low in terms of the transport and logistics technologies, transport terminals technological development, interoperability, multimodal transportation development. The communication routes of Ukraine do not meet the world standards. There are not enough multimodal transport terminals in Ukraine. Due to the lack of state support and the lack of a favorable investment climate, there is no development of existing multimodal infrastructure facilities. The consequence is the decrease in the level of competitiveness in the world transport market, which affects the efficiency of the domestic economy by reducing transit traffic through Ukraine. Improving the situation regarding the institutional support of the permanent structures development cannot be achieved suddenly due to periodic political crises and high levels of corruption. The most realistic scenario for overcoming the current situation is the power decentralization process in Ukraine and the strengthening of the levers of public influence on the processes of state management in the transport sector. The methodological foundations of the development of permanent structures of transport systems adaptation to environmental conditions have been improved. The necessary condition for the implementation of the developed methodological foundations is the availability of an information base of permanent structures of transport systems. Based on the analysis of the hierarchy of strategic plans of Ukraine concerning the development of transport infrastructure, it is proposed and substantiated the feasibility of developing of the Strategy of the development of permanent structures of transport systems. The main short-term, medium-term and long-term strategic directions for the development of permanent structures of transport systems are formulated. The list of recommendations on the enhancing of innovations in the field of transport is provided.
