Морська портова галузь України: сучасний стан, проблеми та перспективи реформування

Abstract

UK: У статті розглядається сучасний стан портової галузі України. Систематизовано чинне законодавство України щодо регулювання діяльності морських портів, наведено сутнісну характеристику документів. Розглянуто діяльність «Адміністрації морських портів України», одного з основних державних підприємств щодо функціонування морських портів в Україні. Проведено аналіз вантажообігу морських портів «Адміністрації морських портів України» за 2015–2019 рр. Визначено механізм дії процесу концесії та основні її переваги для морських портів. Систематизовано та наведено сутнісну характеристику моделей управління морськими портами. Виявлено існуючі недоліки, які погіршують рівень конкурентоспроможності морських портів України, запропоновано подальші напрями щодо їх мінімізації, прогнозовано це надасть перспективи для відновлення економічного потенціалу портової галузі України у найближчі роки.

RU: В статье рассматривается современное состояние портовой отрасли Украины. Систематизировано действующее законодательство Украины относительно регулирования деятельности морских портов, приведена сущностная характеристика документов. Рассмотрена деятельность «Администрации морских портов Украины», одного из основных государственных предприятий по функционированию морских портов в Украине. Проведен анализ грузооборота морских портов «Администрации морских портов Украины» за 2015–2019 гг. Определены механизм действия процесса концессии и основные ее преимущества для морских портов. Систематизирована и приведена сущностная характеристика моделей управления морскими портами. Обнаружены существующие недостатки, которые ухудшают уровень конкурентоспособности морских портов Украины, предложены дальнейшие направления по их минимизации, прогнозируемо это даст перспективы для восстановления экономического потенциала портовой отрасли Украины в ближайшие годы.

EN: The article examines the current state of the port industry in Ukraine. The maritime port industry is an integral part of the entire transport infrastructure of the country. The level of technological equipment of ports, the level of innovation and efficiency, the type of management system, and the development of their infrastructure determine the competitiveness of the entire transport sector of the country as a whole at the global level. The existing legal framework on the activities of ports, concession processes that have been implemented recently in Ukraine have not been sufficiently studied, so the question of conducting additional research. Selection of previously unsolved parts of the overall problem. The following tasks were set during the study, namely: generalization and systematization of current legislation and programs to regulate the activities of seaports, classification of seaport management systems, identification of current problems in the industry, development of effective steps to minimize them. need detailed attention for the effective development of the port industry of our country. The current legislation of Ukraine regarding the regulation of the activities of seaports was systematized, the essential characteristics of the documents were given. The activity of the "Administration of the seaports of Ukraine", one of the main state enterprises for the functioning of seaports in Ukraine, is considered. The analysis of the cargo turnover of the seaports of the "Administration of the seaports of Ukraine" for 20152019 was carried out. One of the promising programs for attracting private capital, for investing more in innovation and technical re-equipment of equipment in state-owned enterprises, namely in the port industry is a concession instrument. The use of this mechanism can give impetus to the recovery of the national economy as a whole, so it was in the article that it was discussed in detail. The essential characteristics of seaport management models are systematized and given. The study allowed to systematize the current legislation on regulation and development of the maritime port industry, to determine the mechanism of seaport management models, to identify existing shortcomings that worsen their competitiveness, and to suggest further ways to minimize them Ukraine in the coming years.
