Abstract

UK: У статті аналізуються закономірності регіонального розвитку, вказується на необхідність вивчення та обґрунтування закономірностей регіонального розвитку, що дозволяє вибрати оптимальні вектори формування інституційного ядра та найбільш ефективні варіанти модернізації інституційних аспектів регіонального розвитку . розвитку. Метою статті є визначення сутності законів регіонального розвитку як одного з аспектів методологічної основи модернізації інституційної бази української держави. Акцентовано увагу на пріоритетних кроках щодо усунення прогалин та причин, що перешкоджають реалізації основних стратегічних планів державотворення. Серед них: стандартизація аспектів децентралізації в Конституції України; гармонізація дій центральних та місцевих органів виконавчої влади, органів місцевого самоврядування та інститутів громадянського суспільства із затвердженням пріоритетних стратегій державного будівництва; діяльність в рамках громадського діалогу з вироблення державної стратегії регіонального розвитку з урахуванням законів, орієнтованих на модернізацію продуктивних сил, активізацію цілого комплексу функцій, що сприяють консолідації нації в соціально-гуманістичному напрямку. Дослідження показало, що процеси децентралізації влади впливають на розвиток продуктивних сил завдяки ряду факторів синергії, які включають природну, географічну, екологічну, соціально-гуманітарну, науково-технічну та конкурентоспроможність. Загальним науковим пріоритетом у статті є діалектичні та систематичні когнітивні методи, за допомогою яких регіон розглядається як складна соціально-економічна екосистема, яка постійно взаємодіє в процесі розвитку з іншими суб'єктами інституційного середовища країни, міждисциплінарних порівнянь, економіко-математичні, збалансовані та систематизовані методи. може бути включений аналіз для визначення впливу певних соціальних явищ на дослідження у відповідних сферах людської діяльності. Результатом дослідження є формування авторського бачення сутності основних модернізаційних аспектів регіонального розвитку як інституційної основи державотворення.

EN: The article analyzes the patterns of regional development, points to the need to study and justify the patterns of regional development, which allows to choose the optimal vectors for the formation of the institutional core and the most effective options for modernizing the institutional aspects of regional development. development. The purpose of the article is to deter-mine the essence of the laws of regional development as one of the aspects of the methodological basis for the modernization of the institutional base of the Ukrainian state. Emphasis is placed on the priority steps to eliminate gaps and reasons that prevent the implementation of the basic strategic plans of state formation. Among them: standardization of decentralization aspects in the Constitution of Ukraine; harmonization of actions of central and local executive bodies, local self-government bodies and civil society institutions with the approval of priority state-building strategies; activities in the framework of public dialogue to develop a state strategy for regional development, taking into account the laws focused on the modernization of productive forces, the activation of the whole set of functions that contribute to the consolidation of the nation in the socio-humanistic direction. The study found that the processes of decentralization of power affect the development of productive forces through a number of factors of synergy, which include natural, geographical, ecological, socio-humanitarian, scientific, technical and competitiveness. The general scientific priority in the article is dialectical and systematic cognitive methods, by which the re-gion is considered as a complex socio-economic ecosystem, which constantly interacts in the process of development with other subjects of the institutional environment of the country, interdisciplinary comparisons, economic-mathematical, balanced and systematic methods. analysis may be included to determine the impact of certain social phenomena on research in relevant areas of human activity.
