Теоретичні основи інвестиційно-інноваційних процесів розвитку територій

Abstract

UK: Метою статті є узагальнення теоретичних аспектів та підходів до визначення сутності інвестиційно-іннова-ційних процесів розвитку територій із метою формування сприятливого бізнес-середовища та ефективного управ-ління соціально-економічним розвитком регіонів. Аналізуючи, систематизуючи та узагальнюючи праці науковців, які досліджували інвестиційно-інноваційні процеси розвитку території, законодавчу та нормативно-правову базу, сис-тематизовано погляди та підходи до розуміння даної категорії. Здійснено аналіз законодавчо-нормативної бази, яка забезпечує регулювання інвестиційно-інноваційної діяльності в Україні та покликана сприяти інвестиційно-іннова-ційному розвитку територій. Установлено відмінність інвестиційно-інноваційного розвитку від інших концепцій роз-витку територій. Виокремлено ознаки та стадії інноваційних процесів. Виділено групи суб’єктів, які забезпечують виконання окремих етапів інвестиційно-інноваційного процесу розвитку території у контексті їх зв’язку зі стадіями реалізації державних або місцевих стратегій (програм) розвитку територій. Виокремлено заходи, які сприятимуть стимулюванню інвестиційно-інноваційних процесів розвитку територій. Запропоновано авторське трактування сут-ності інвестиційно-інноваційних процесів розвитку території як процесів вивчення, організації та взаємоузгодження основних інтересів та напрямів діяльності макроекономічних суб’єктів (домогосподарств, суб’єктів господарювання, держави) з метою розвитку економічної інфраструктури та формування сприятливого зовнішнього середовища для інноваційної діяльності підприємств та її ефективного фінансування.

EN: The article aims to summarize the theoretical aspects and approaches of defining the essence of investment and innovation pro-cesses of territorial development in order to form a favorable business environment and manage the region’s socio-economic de-velopment. After analyzing, systematizing, and summarizing the researches of scientists who studied the investment and innovation processes of the territories as well as their legal and regulatory framework, it became possible to systemize the views and approaches regarding this concept. An analysis of the legislative and regulatory framework, which ensures the regulation of the investment and innovation activities in Ukraine and is aimed to influence the investment and innovation development of the territories has been done. The research has defined the difference of investment and innovation development in comparison with other territorial development concepts. It was determined that the planning of the investment and innovation development of the territories need to be held predomi-nantly in the long term. The signs and stages of innovation processes have been highlighted. The structure of subjects and ways of en-suring the investment processes were defined. The author has indicated a group of entities that ensure the implementation of separate stages of the investment and innovation development of the territory in the context of their connection with the stages of implementa-tion of state or local strategies of the territorial development. As a result of the study, the measures that will help to stimulate investment and innovation processes in the development of territories were pointed out. The article offers the authors interpretation of the essence of investment and innovation processes in the territorial development as processes of study, organization, and coordination of main interests and activities of macroeconomic entities (households, business entities, state) in order to develop economic infrastructure and create a favorable external environment for business innovations and their effective financing.
