Досвід інституційного забезпечення регулювання сталого розвитку держав Європейського союзу

Abstract

UK: У науковій статті проаналізовано та узагальнено досвід інституційного забезпечення регулювання сталого розвитку у державах Європейського Союзу. Проаналізовано етапи становлення становлення політики та концепцій сталого розвитку у Європейському Союзі. Охарактеризовано стратегії сталого розвитку, зокрема, нової європейської стратегії розвитку на наступні 10 років – «Європа 2020». Проаналізовано діяльність основних суб’єктів ініціювання та імплементації політки сталого розвитку у Європейському Союзі: Європейської Комісії, Генерального Директорату з питань довкілля, Ради ЄС, Європейського парламенту та неурядових організацій. Наведено особливості та підходи організації стратегічного планування у європейських країнах. Досліджено діяльність державних органів, яким делеговано керуючі функції у ході запровадження національних стратегій сталого розвитку, зокрема у країнах: Німеччині та Великій Британії, Швеції, Данії, Польщі, Австрії, Фінляндії та інших. Детально охарактеризовано досвід Швеції щодо діяльності інституцій державного регулювання сталого розвитку. Наголошено на важливості діяльності задля забезпечення сталого розвитку на рівні окремих муніципалітетів держав ЄС, якими розробляються самостійно та реалізовуються деталізовані локальні стратегії сталого розвитку, узгоджені із загальнонаціональною масштабнішою стратегією сталого розвитку.

EN: The scientific article analyzes and summarizes the experience of institutional provision of regulation of sustainable development in the states of the European Union. The stages of formation of policy and concepts of sustainable development in the European Union are analyzed. The strategies of sustainable development, in particular, the new European development strategy for the next 10 years – "Europe 2020", are described. The activities of the main initiation and implementation subjects of the sustainable development policy in the European Union has been analyzed: the European Commission, the Directorate-General for the Environment, the Council of the EU, the European Parliament and non-governmental organizations. The peculiarities and approaches of organization of strategic planning in European countries are presented. The activity of state bodies delegated control functions in the course of implementation of national strategies for sustainable development, in particular in countries such as Germany and the United Kingdom, Sweden, Denmark, Poland, Austria, Finland and others, has been investigated. The experience of Sweden on the activities of the institutions of state regulation of sustainable development is described in detail. It has been emphasized on importance of activity for ensuring sustainable development at individual municipalities level of the EU states, which independently develop and implement detailed local strategies for sustainable development that are coordinated with national, more comprehensive strategy of sustainable development.
