Abstract

UK: Стаття присвячена обґрунтуванню необхідності модернізації освітньої системи України з метою поглиблення інтеграції в світовий ринок освітніх послуг. Вища освіта України в якості традиційного експортера на світовому ринку освітніх послуг стикається останнім часом з цілим рядом внутрішніх проблем. В основному, це складності в організації навчання іноземних громадян, а саме, в координації між державними інститутами, в системі стимулювання і підтримки університетів, в області імміграційної роботи, в області державних стандартів у викладанні мов навчання, в нормативній базі, в системі контролю якості освітніх послуг. Це обумовлює актуальність проведення досліджень в області пошуку ефективних методів стимулювання і розвитку експорту освітніх послуг. Мета статті полягає в тому, щоб на підставі аналізу тенденцій розвитку світового ринку освітніх послуг визначити основні проблеми і перспективи розширення експорту українських освітніх послуг, а також їх вплив на розвиток нашої економіки. У статті розглянуті тенденції розвитку сучасної освіти як однієї з найважливіших складових світового ринку торгівлі послугами. Визначено економічні та політичні вигоди від участі країни в світовому ринку освітніх послуг. Систематизовано чинники, що впливають на розвиток українського ринку освітніх послуг. Обґрунтовано необхідність розширення експорту українських освітніх послуг як одного з пріоритетних напрямків державної політики. Запропоновано рекомендації щодо підвищення якості і конкурентоспроможності вітчизняної системи освіти.

EN: The article is devoted to the justification of the need for modernization the educational system of Ukraine in order to deepen integration into the world market of educational services. The higher education of Ukraine as a traditional exporter in the world market of educational services has recently faced a number of internal problems. Basically, it is difficult to organize the training of foreign citizens, namely, in coordination between state institutions, system of stimulating and supporting universities, in the field of immigration work, state standards in the teaching languages, regulatory framework and in the quality control system of educational services. This determines the relevance of research in the field of finding effective methods to stimulate and develop the export of educational services. The purpose of the article is to determine the main problems and prospects of expanding the export of Ukrainian educational services on the basis of the analysis of the development trends of the world market of educational services, as well as their impact on the development of our economy. The article considers the development trends of modern education as one of the most important components into the world market of trade in services. The economic and political benefits of the country's participation in the world market of educational services have been determined. The factors influencing the development of the Ukrainian market of educational services have been systematized. The necessity of expanding the export of Ukrainian educational services as one of the priority directions of the state policy has been substantiated. The recommendations for improvement the quality and competitiveness of the education system have been proposed.
