Якість освіти: сучасні виміри та особливості оцінювання

Abstract

UK: В статті розглянуто сучасні аспекти оцінювання якості освіти. Обґрунтовано необхідність вирішення проблем, що накопичено в освіті, та наголошено, що проблема якості освіти на сучасному етапі розвитку країни визначена як одна з основних у суспільстві. Визначено, що глобалізаційні та інтеграційні процеси актуалізували необхідність забезпечення високого рівня якості вищої освіти. Досліджено світову практику застосування основних підходів до оцінювання якості освіти: репутаційний, результативний і загальний. Розглянуто світову практику формування систем оцінки якості вищої освіти. Визначено відмінності у формуванні української та європейської систем забезпечення якості освіти. Наголошено, що для успішного проведення моніторингу якості освіти необхідно врахувати виклики, що виникають в освітньому просторі. Узагальнено вітчизняний досвід щодо визначення основних чинників, які забезпечують якість освіти. Виокремлено підходи до оцінювання якості освіти, визначено основні детермінанти забезпечення якості.

EN: The article considers contemporary aspects of the evaluation of the quality of education. The necessity of solving problems accumulated in education has been substantiated. It has been emphasized that the problem of quality of education at the present stage of development of the country is defined as one of the main in society. It has been determined that globalization and integration processes have highlighted the need to ensure a high level of quality of higher education. The main approaches to the evaluation of the quality of education in the world practice have been researched: reputational, effective and general. The world practice of formation the system for assessing the quality of higher education has been considered. The differences in the formation of Ukrainian and European education quality assurance systems are determined. It is stressed that in order to successfully monitor the quality of education, it is necessary to take into account the challenges that arise in the educational space. The national experience in determining the main factors that ensure the quality of education has been generalized. The approaches to assessing the quality of education are identified; the main determinants of quality assurance are identified.
