Екодевелопмент як важливий шлях забезпечення зеленого розвитку соціально-економічної системи

Abstract

UK: У статті розглянуто перспективи забезпечення подальшого економічного зростання, що являють собою необхід-ний шлях до розвитку національних економік Європи та підвищення конкурентоспроможності на світовому ринку, яких дотримуються всі учасники Європейського Союзу та його майбутні члени, в тому числі Україна. Наголошено на тому, що процес озеленення економіки та забезпечення екологічного розвитку є фундаментальним для забезпечення сталості економіки та усунення вичерпності ресурсів разом із шкідливими наслідками, що є небезпечною загрозою для всього людства. Встановлено, що сьогодні країнам в умовах стрімкого розвитку та поширення глобалізаційних про-цесів необхідно вистояти перед глобалізаційними вимогами та викликами шляхом формування ефективної економічної системи, окреслення базових орієнтирів для подальшого розвитку та впровадження механізмів щодо їх реалізації. Зазначено, що за останні десять років поняття зеленої економіки стає все більш привабливим для політиків, проте зелена економіка охоплює багато різноманітних концепцій, що передбачають зв’язок із стійкістю та її можливістю впровадження у стратегічну модель європейських країн. Проаналізовано різні підходи до визначення зеленої економіки та виділено її основні завдання. Залежно від різних концепцій, підходів та інструментів, визначених у рамках зеленої економіки, допускаються різні ступені замінності та компромісів між екологічними та економічними вигодами, а також потрібні більш-менш структурні зміни нашого способу життя.

EN: The prospects for further economic growth, which is a necessary way to develop Europe’s national economies and increase competitiveness in the world market, which are followed by all members of the European Union and its future members, includ-ing Ukraine have been considered in this article. It has been emphasized that the process of greening the economy and ensuring eco-development is fundamental to ensuring economic sustainability and eliminating the depletion of resources, along with harmful consequences, which is a dangerous threat to all mankind. It has been stated that today, in the conditions of rapid development and spread of globalization processes, countries need to face globalization demands and challenges by forming an effective economic system, establishing basic guidelines for further development and implementing mechanisms for their implementation. With the tendency to rapidly progressing demographic growth, the problem of meeting the needs of mankind in conditions of exhaustion of resources is becoming more acute. Also, the stage of general industrialization of production has led to an increase in the amount and spread of hazardous waste into the atmosphere, which threatens human health and the eco-system in general. Concerning economic growth is a major challenge, ignoring environmental requirements, which may sooner or later lead to the extinction of water, forests, land and, ultimately, the cessation or, at best, slowdown of economic processes. It has been concluded that in countries that strive to implement the main objectives of the green economy, national standards are created that take into account socio-economic and natural conditions: legislation, state policy on energy and environment, climate, awareness of energy efficiency and environmental issues by professional communities and the public. Over the last ten years, the concept of a green economy has become increasingly attractive to politicians. However, the green economy encom-passes many different concepts, the connection with sustainability and its feasibility in the strategic model of European coun-tries is not always clear. In this article, we focus on the definitions of the green economy and highlighting its main objectives. Depending on the different concepts, approaches and tools identified in the green economy, different degrees of substitutability and trade-offs between environmental and economic benefits are allowed, and more or less structural changes in our way of life are needed. By discussing the concepts of the green economy and related concepts, approaches and tools, we seek to contribute to their definition and relationships as a prerequisite for the green economy.
