Регіональні освітні кластери: особливості формування та функціонування

Abstract

UK: У статті розглянуто особливості формування освітніх кластерів в Україні. Визначено основні передумови формування освітніх кластерів. Означено переваги створення і функціонування освітніх кластерів у регіонах. Виявлено, що розвиток освітніх кластерів сприяє зростанню соціально-економічного потенціалу території. Охарактеризовано освітні кластерні ініціативи в регіонах України. Показано, що активну участь у реалізації освітніх кластерних ініціатив беруть приватні заклади вищої освіти та громадський сектор. Виявлено, що для ефективної реалізації освітніх кластерних ініціатив необхідне залучення до процесу органів місцевої влади. Визначено, що кластерні ініціативи повинні підтримуватися органами місцевого самоврядування та мають стати одним із стратегічних завдань у розвитку регіонів, що має знайти відображення у стратегіях і програмах їх соціально-економічного розвитку. Вокремлено проблеми, що супроводжують процес розвитку освітніх кластерних ініціатив в сфері освіти. Виділено економічні ефекти у функціонуванні освітніх кластерів. Запропоновано основні заходи, які сприятимуть отримання позитивного синергетичного ефекту від діяльності освітніх кластерів для економіки регіону.

EN: The article deals with the peculiarities of formation of educational clusters in Ukraine. The basic preconditions of formation of educational clusters are determined. The advantages of creation and functioning of educational clusters in the regions are noted. It was found that the development of educational clusters contributes to the growth of the socio-economic potential of the territory. The educational cluster initiatives in the regions of Ukraine are described. It is shown that private institutions of higher education and the public sector are actively involved in the implementation of educational cluster initiatives. It is revealed that for the effective realization of educational cluster initiatives local authorities should be involved in the process. It has been determined that cluster initiatives should be supported by local self-government bodies and should become one of the strategic tasks of the regions and be reflected in the strategies and programs of socio-economic development of the regions of Ukraine. The problems of development of educational cluster initiatives in the field of education are highlighted. The economic effects in the functioning of educational clusters are highlighted. The main measures, which will help to obtain a positive synergistic effect from the functioning of educational clusters for the region's economy, are proposed.
