Аспекти розвитку цифрової економіки в Україні

Abstract

UK: У статті систематизовано погляди науковців до визначення категорії «цифрова економіка». Розглянуто сутність та особливості прояву цифрової економіки в Україні, що змінюють сутність бізнесу та національної економіки вцілому. Досліджено переваги цифрової економіки та перешкоди, з якими стикається її розвиток. Виявлено, що цифрові технології є надзвичайно важливими для соціального розвитку, адже вони можуть забезпечити зростання і створення нових робочих місць в усіх галузях економіки. Прогнозується, що рівень корупції в Україні значно зменшиться, завдяки розвитку цифрової економіки, бо переважна більшість транзакцій буде проходити в електронній формі. Розглянуто проект розпорядження Кабінету Міністрів України «Про схвалення Концепції розвитку цифрової економіки та суспільства України на 2018-2020 рр. та затвердження плану заходів щодо її реалізації», розроблений Міністерством економічного розвитку і торгівлі України та провідними експертами ІТ-сфери. Аргументовано необхідність активізації зусиль бізнесу, держави та суспільства у поширенні цифрових технологій та прискоренні формування цифрової економіки в Україні. Розкрито сутність, мета та завдання терміну «цифровізація».

EN: The article systematizes the views of scientists to the definition of the category "digital economy". The essence and peculiarities of manifestation of the digital economy in Ukraine have been considered, what change the essence of business and national economy in general. The advantages of the digital economy and the obstacles faced by its development have been explored. It has been found that digital technology is extremely important for social development, because it can provide growth and job creation in all sectors of the economy. It has been projected that the level of corruption in Ukraine will be significantly reduced due to the development of the digital economy, as the vast majority of transactions will take place in electronic form. A draft Cabinet of Ministers of Ukraine "On Approval of the Concept of development of the digital economy and society in Ukraine 2018-2020 has been considered and plan for its implementation", developed by the Ministry of Economic Development and Trade of Ukraine and leading experts of IT-sector has been approved. The necessity of activating business efforts, state and society in spread of digital technologies and accelerating the formation of the digital economy in Ukraine has been argued. The essence, purpose and tasks of the term "digitalization" have been revealed.
