Aналіз показників видатків бюджету на функціонування та розвиток системи вищої освіти

Abstract

UK: В статті проаналізовано стан та динаміку сучасного рівня фінансування вищої освіти. Проаналізовано систему вищої освіти в частині видатків бюджету на її функціонування та розвиток в розрізі показників: видатки на вищу освіту, % до загальних видатків бюджету; видатки на вищу освіту, % до ВВП; видатки на вищу освіту на душу населення, грош. один.; видатки на одного студента за рік, грош. один. Встановлено, що дані показники є взаємозалежними від рівня економічного та соціального розвитку країни та характеризують стан розвитку системи вищої освіти. В результаті дослідження було визначено, що сучасний фінансовий стан більшості закладів вищої освіти погіршується, оскільки скорочуються як видатки бюджету, так і приватні обсяги фінансування через зменшення кількості студентів, що вступають до вищих закладів освіти і сплачують за навчання власні кошти. Фінансування та підтримка розвитку освіти, більшою мірою вищої освіти, залишалися одним із пріоритетних завдань державної політики. За сучасних умов, ситуація змінилася в негативний бік, внаслідок чого заклади вищої освіти опинилися у складних умовах, коли недостатність фінансування значно ускладнює перспективи їх подальшого розвитку. Формування та використання фінансових ресурсів вищих навчальних закладів є однією із найважливіших складових забезпечення розвитку вищої освіти зокрема та досягнення економічного добробуту в цілому. Для поліпшення ефективності та результативності діяльності навчальних закладів, необхідним є розширення автономії таких закладів, що дасть змогу самостійно здійснювати вищими навчальними закладами розподілу отриманих доходів, спрямовуючи частину фінансового забезпечення на об’єкти чи програми згідно із внутрішніми пріоритетами.

EN: The article analyzes the state and dynamics of the modern level of financing of higher education. The system of higher education in terms of budget expenditures for its functioning and development in terms of indicators has been analyzed: expenditure on higher education, % of total budget expenditures; expenditures on higher education, % of GDP; expenditures for higher education per capita; expenses per student per year. It has been established that these indicators are interdependent on the level of economic and social development of the country and characterize the state of development of the system of higher education. As a result of the study, it has been determined that the current financial situation of most institutions of higher education is deteriorating, as both budget expenditures and private funding decrease due to a decrease in the number of students enrolling in higher education institutions and paying their own tuition fees. Funding and support for the development of education, to a greater extent higher education, remained one of the priorities of the state policy. Under current conditions, the situation has changed to the negative side, resulting in institutions of higher education found themselves in difficult conditions, when the lack of funding significantly complicates the prospects for their further development. Formation and use of financial resources of higher educational institutions is one of the most important constituents of ensuring the development of higher education in particular and achievement of economic prosperity in general. In order to improve the efficiency and effectiveness of the activities of educational institutions, it is necessary to expand the autonomy of such institutions, which will enable the higher education institutions to allocate their proceeds independently by directing part of the financial support to objects or programs according to internal priorities.
