Стратегія розвитку агропромислового комплексу України: сучасний стан та напрями оптимізації

Abstract

UK: Стаття присвячена дослідженню теоретичних і методичних засад стратегії розвитку підприємств агропромис-лового комплексу в сучасних умовах та розробці рекомендацій щодо її формування. Методика дослідження заснована як на загальнонаукових так і спеціальних методах дослідження, а саме: логічного узагальнення, системному, індукції, дедукції, аналізу, синтезу, класифікації, групування тощо. У ході дослідження встановлено, що основне і незмінне завдання сільського господарства – це забезпечення функціонування соціуму в умовах перманентних змін. Доведено, що функціонування сільського господарства забезпечує життєздатність і здоров'я населення та цілісність соці-ально-економічної системи. Зазначено, що незважаючи на багатофункціональність підприємств агропромислового комплексу, основним видом їх економічної діяльності є безпосередньо виробництво сільськогосподарської продукції. Обґрунтовано, що стратегія розвитку підприємств агропромислового комплексу повинна сприяти розвитку всіх форм господарювання, проте найбільша увага повинна бути зосереджена на формуванні стратегії розвитку малих підпри-ємств агропромислового комплексу.

EN: The article is devoted to the study of the theoretical and methodological foundations of the strategy for the development of enterprises of the agro-industrial complex in modern conditions and the development of recommendations for its formation. The research methodology is based on both general scientific and special research methods, namely: logical generalization, systematic, induction, deduction, analysis, synthesis, classification, grouping, etc. Enterprises of the agrarian sector not only ensure food, ecological and economic security of the country, but also perform important socio-economic functions related to the development of rural areas; environmental protection; sustainable development, etc. Despite the large-scale destruction of agricultural infrastructure, the mining of fields and the reduction of production volumes, leading experts claim that the agro-industrial complex is and will be the leading industry of Ukraine. In the context of making strategically important decisions regarding the development of enterprises of the agro-industrial complex, its capabilities are of primary importance. Today, the agro-industrial complex of Ukraine, like most EU countries, is represented by large, medium and small forms of business. The formation of a high-quality agricultural system is possible thanks to the symbiosis of economic entities of various organi-zational and legal forms and sizes and rural residents. In the agro-industrial complex of Ukraine, small business is dominant, which determines its importance for the country. It is he (in contrast to large agricultural formations) that is oriented towards the domestic market, and therefore it is thanks to him that the standards of living in the countryside are maintained, and the country's food security is ensured. It is the small enterprises of the agro-industrial complex that are the main source of employ-ment and, accordingly, the income of the rural population. In the course of the research, it was established that the main and constant task of agriculture is to ensure the functioning of society in conditions of permanent changes. It has been proven that the functioning of agriculture ensures the viability and health of the population and the integrity of the socio-economic system. It is noted that despite the multifunctionality of the enterprises of the agro-industrial complex, the main type of their economic activity is directly the production of agricultural products. It is substantiated that the strategy for the development of enterprises of the agro-industrial complex should contribute to the development of all forms of business, but the greatest attention should be focused on the formation of the strategy for the development of small enterprises of the agro-industrial complex.
