Соціальні послуги в Україні: структура надання та особливості державної політик

Abstract

UK: В статті обґрунтовано теоретико-методологічні засади ґенези державного управління та здійснення політики на-дання соціальних послуг та організації соціального захисту в Україні, регуляторні основи формування національної моделі економічного розвитку господарської системи в контексті соціальної складової державної політики в сучасних умовах (воєнний стан та стан параметрів соціально-економічної моделі підтримання національної економіки, оцінка засто-сування соціально орієнтованої політики держави, інституційний осередок реалізації сучасної господарської системи, генезис відповідної моделі функціонування економіки) і методологічні аспекти до визначення потреб соціального захисту та соціального забезпечення і базових детермінант формування, розвитку системи надання соціальних послуг в конкрет-но-історичних умовах державної політики, зокрема децентралізації. Визначено та проаналізовано сучасний стан націо-нальної підсистеми соціального забезпечення (в частині утримання та кризового стану соціально-економічної підсисте-ми, нівелювання реальних ризиків поглиблення соціальної нерівності), що дозволяє вибрати найбільш оптимальні заходи протидії породженим ними негативним наслідкам. Запропоновано шляхи аналізу алгоритму надання соціальних послуг в умовах децентралізації, підтриманні функції інститутів соціального захисту та соціального забезпечення за відповід-ною класифікацією (така структурованість чітко ідентифікує їх роль в регулюванні суспільного відтворення на основі комплементарної поєднання, зменшуючи при цьому ризики можливого падіння рівня життя населення в кризових умовах) і виділити положення про програми дій уряду на період подолання воєнного та кризових станів в країні з урахуванням регіональних проблем соціального забезпечення та безпеки життєдіяльності населення, дозволить подолати соціальну деінтеграцію соціальної незахищеності певних категорій громадян і забезпечити належний відповідний доступ до на-дання соціальних послуг в умовах воєнного стану та інклюзивності розвитку національної господарської системи країни.

EN: The article substantiates the theoretical and methodological foundations of the genesis of state administration and the imple-mentation of the policy of providing social services and the organization of social protection in Ukraine, the regulatory foundations of the formation of a national model of the economic development of the economic system in the context of the social component of state policy in modern conditions (the state of war and the state of socio-economic parameters models of maintaining the na-tional economy, assessment of the application of socially oriented state policy, the institutional focus of the implementation of the modern economic system, the genesis of the corresponding model of the functioning of the economy) and methodological aspects to determine the needs of social protection and social security and the basic determinants of the formation and development of the system of providing social services in specific historical conditions of state policy, in particular decentralization. The current state of the national social security subsystem has been determined and analyzed (in terms of the maintenance and crisis state of the socio-economic subsystem, leveling of real risks of deepening social inequality), which allows choosing the most optimal measures to counteract the negative consequences generated by them. Ways of analyzing the algorithm for the provision of social services in conditions of decentralization, supporting the function of social protection and social security institutions according to the appro-priate classification are proposed (such a structure clearly identifies their role in regulating social reproduction based on a comple-mentary combination, while reducing the risks of a possible drop in the standard of living of the population in crisis conditions ) and highlight the provisions on government action programs for the period of overcoming military and crisis situations in the country, taking into account the regional problems of social security and the safety of life of the population, will allow to overcome the social disintegration of social insecurity of certain categories of citizens and ensure proper and appropriate access to the provision of social services in conditions of martial law and inclusiveness of the development of the national economic system of the country.
